Job Description:

This position serves as a Government Operations Consultant I in the Division of Blind Services (DBS) Contracts and Compliance Section.  This position provides administrative and program support for the section.  The incumbent will perform contract-related duties and make decisions based on established policies and Department guidelines, while assisting the professional staff in the Division’s Contracts and Compliance Section. This position may provide additional assistance (as needed) to the DBS State Office by answering phones, welcoming visitors, assisting with mail, preparing travel reimbursements and authorizations, and performing other miscellaneous duties as required.

 

Examples of Work:

  • Development and preparation of comprehensive contract documents using the mail merge database.
  • Research, compile and enter data while maintaining electronic contract files and records.
  • Responsible for independently creating files and performing file maintenance for the Division’s contracted services.
  • Responsible for assembling, coordinating, and distributing contracts to the Department of Education (DOE) Contract Administration unit, DBS budget personnel, and contractors, using My Florida Market Place (MFMP), email or other electronic means.
  • Performs and assists in contract updates, i.e., contract renewals and amendments.
  • Assists with the input of contract information into the Accessible Web-based Activity Reporting Environment (AWARE) Case Management System (CMS).
  • Assists with contract management by developing Microsoft Excel spreadsheets, Microsoft Word documents, charts, and reports, as needed.
  • Serves as coordinator and liaison to the DOE Contract Administration unit for the Florida Accountability Contract Tracking System (FACTS).
  • Performs research in MFMP related to contract information and vendors.
  • Maintains and updates contractor contact information and communicates updates to Division personnel.
  • Maintains a working knowledge of state and federal laws and regulations related to program contracts within the Division.
  • Reviews records, reports, and invoices, which require action and recommends solutions or courses of action.
  • Makes appointments and coordinates, organizes, and schedules meetings, as well as securing meeting facilities.
  • Arranges and secures travel accommodations, prepares travel authorizations and reimbursement vouchers.
  • Receives and reviews incoming correspondence, reports, and materials and routes to appropriate areas.
  • Independently prepares a variety of routine correspondence and reviews written materials.
  • Compiles, summarizes, and assembles data and information, as necessary for dissemination.
  • Attends various levels of staff meetings and conferences, when appropriate, taking minutes and maintaining files of the minutes.
  • Participates on various committees and task forces as needed.
  • Assists in covering the front desk, as needed.

 

Knowledge, Skills and Abilities:

  • Knowledge of division programs and policies.
  • Knowledge of state and federal guidelines and policies. 
  • Ability to communicate both verbally and in writing. 
  • Ability to utilize the Microsoft Office Suite.

 

Minimum Qualifications:

  • Three years of professional experience in an administrative role, systems analysis, management analysis, program planning, program research, or program evaluation.
  • A bachelor’s degree and/or master’s degree from an accredited college or university can substitute for the minimum required years of professional experience.
  • A master's degree from an accredited college or university can substitute for one year of the required experience.
