Government Operations Consultant I – Career Service Position

 

Your Specific Responsibilities:

 

This is a highly responsible and professional position in the Contract Administration and Oversight Section. This position serves as the Training Coordinator and is responsible for the education and training of contract management personnel, forms management, website management, and providing technical assistance to contract managers within the Department. This position is also responsible for independently performing administrative and consultative tasks. This position reports to the Contract Management Supervisor.

 

Duties and responsibilities of this position include, but are not limited to, the following:

 

  • Provide or coordinate demonstrations, presentations, or other training, as needed, to support a comprehensive training program for Department contract management personnel. Assist with developing and uploading training material in the Department’s online learning system and maintaining the contract management training database.

 

  • Provide technical assistance and recommendations to contract managers of Program offices, county health departments, and other staff with interpreting contract requirements and performing contract management functions for the Department.

 

  • Process Request for Applications (RFAs) to include providing technical assistance to Program staff preparing RFAs for posting; proofreading RFAs; posting documents on the Department’s grant opportunities page; opening, reviewing, and documenting applicant questions, Program answers, and received applications; and coordinating the evaluation of applications.

 

  • Assist with the review and preparation of responses for internal and external entities’ audits and reviews. Analyze, research, and prepare corrective action plans for deficiencies identified by internal and external entities. Provide follow up on any corrective action to determine if action has been resolved. Generate reports related to audit requests and responses, as needed.

 

  • Perform Return-on-Investment agreement tracking and reporting functions.

 

  • Review contract information in FACTS to ensure information is entered timely and in compliance with the terms and conditions of department contractual service agreements. Review and enter contract information into the Contracts Review System and review contracts on an as-needed basis. 

 

  • Work collaboratively with the Contract Operations and Contract Monitoring teams, as needed, to conduct contract file reviews, contract monitoring reviews, and other necessary quality assurance reviews to mitigate Department risk.

 

  • Assist with, perform, and report on special projects on an as-needed basis.

Qualifications:

 

Minimum Required:

  • A High School Diploma or equivalent.; AND
  • One (1) years of professional experience, to include conducting training sessions, developing learning materials for programs, communicating training needs to management, and applying applicable laws, rules, regulations, policies, and procedures.
  • One (1) year of professional experience working in contract management, contract administration, procurement, or purchasing.
  • State Travel: Incumbent may be required to travel up to 40 percent of the time to conduct trainings across the State of Florida.
  • Valid driver’s license required (minimum Class E), as travel is a condition of employment.

 

Preferred:

  • Associate degree or equivalent from an accredited college or university, with a course of study in communication, education, business administration, marketing, or a related field; OR
  • Bachelor’s degree or equivalent from an accredited college or university, with a course of study in communication, education, business administration, marketing, or a related field.
  • Public speaking or training facilitation certificate.
  • Five (5) years’ experience presenting to groups and/or training adult learners.
  • Working knowledge of Chapter 287, F.S.
  • Florida Certified Contract Manager (FCCM) certification or ability to obtain it within one year.
  • At least one (1) year experience managing public contracts or grants.

 

Hours: This is a full-time position. Normal business hours are 8:00 AM - 5:00 PM, Monday through Friday, although working outside these hours might be required to accommodate travel and presentations.
