Your Specific Responsibilities:
This is a highly responsible position in the Bureau of Communicable Diseases that is responsible for analyzing, developing and assisting in the preparation of administrative guidelines, internal procedures, and practices of administration functions within the bureau such as, purchasing (methods of procurements, requisitions, and special approvals), encumbrances, state purchasing card (cardholder, level approver, and user accounts), communication service accounts with DMS and Office of Information Technology, asset management/inventory control, state-issued cellular phones/CPVBS, and MFMP user accounts. This position will support the Bureau of Communicable Diseases Office, Operations and Performance Management, TB, STD, Viral Hepatitis Outbreak Response Section (VHORS), and the HIV/AIDS Sections.
Responsible for facilitating the procurement of goods and services as requested by the Bureau of Communicable Diseases and ensures compliance with DOH policies and procedures. Conduct purchasing activities, which include, issuing purchase requisitions, obtaining quotes, communicating with vendors, and researching available resources. Ensure bureau purchases and procedures are in accordance and compliance with federal, state, and local laws. Procure all commodities and services covered under any Department-implemented term contract through the terms and conditions as defined in the contract. Provide technical assistance, training, and administrative guidance relating to procurement activities. Monitor the purchasing policies and procedures within the Department and communicate with the bureau and sections. Assist in budget preparation by providing cost information and commodity availability. Develop competitive solicitations in conjunction with the Central Purchasing Office. Prepare and submit SOWs for Central Purchasing Office review and approval. Maintain direct order payment logs as invoices occur for processing for blanket purchase orders and staff augmentation (STC Admin & IT Consultant). Analyze price proposals, financial reports, and other data and information to determine reasonable values for procurement activities.
Monitor purchase order and contract encumbrances balance to determine and initiate change update request. Ensure purchase order invoice is received and processed for payments in timely manner. Execute request for closure of remaining encumbrance after full payment is rendered for service/commodity. Ensure adequate unit allotment balance is available by category before requesting initiation of an encumbrance.
Responsible for adhering to the purchasing card guidelines, policies, and procedures. Monitor, review, reconcile, and approve purchasing card transactions in the state purchasing card Works system as required. Responsible for reviewing, processing, paying and reconciling of contact and purchase order invoices. Maintains and reviews computerized, or manual records of items purchased, costs, delivery and inventories.
Responsible for facilitating Bureau property inventory management and accountability. Ensures bureau procedures are in accordance and compliance with departmental and state rules and regulations for property inventory management. Responsible for tracking property for the bureau. Timely complete receiving reports. Initiate request to dispose of property.
Serves as the contract manager for purchase order contracts. Ensures that DOH policies and procedures related to contractual services are implemented accordingly. Provide procurement documents including development of scope of work, exemption request, minimum performance, standards, and deliverables, amendments, renewals, and extensions. Participate in preparation of procurement, contract, and purchase order documents.
Serves as the account manager for mobile devices, to include smart phones, cellular phones, and air cards. Coordinate requests with the CPBVS administrator as the CPBVS account manager. Ensure all mobile devices have a property tag and are tracked in the Department’s “Asset Management System. Monitors user account profile report. Ensures cell phone bill verification certifications submissions are completed by users as required. Responsible for mobile devices reassignment when an employee is terminated or transferred to another unit.
