This position assists with financial and budget management tasks for the Division of Law Enforcement.
Functions as Division’s State of Florida Purchasing Card Administrator. Recommends operational policies and assists in the establishment and implementation of procedures regarding the Division’s Purchasing Card Program. Trains new employees and processes requests for a State of Florida Purchasing Card for new employees in accordance with department guidelines. Approves, processes invoices, and reconciles transactions for assigned State of Florida Purchasing Card groups in Pcard Works.
Monitors operational activities to meet specific measurable service objectives to assure compliance statewide with the Purchasing Card policies/procedures. Investigates, assesses, analyzes, and makes recommendations to resolve compliance issues and problems within the division’s Purchasing Card Program.
Responsible for the management of Division assigned contracts, travel authorizations and reimbursements, and creation, management, and reconciliation of purchase orders in the State’s electronic procurement system MyFloridaMarketPlace/Ariba On Demand (AOD).
Compiles/coordinates initial allotments and maintains allotment changes in a database and reconciles with FLAIR and Division ledgers. Performs and prepares independent fiscal analyses of the division’s quarterly expenditures and provides management with subsequent expense projections.
Consults with program administrators and administrative staff to resolve programmatic, administrative, and fiscal issues and problems related to Purchasing Card transactions, contracts, invoicing, payments, and travel authorizations and reimbursements. Assists program/field offices in routine reconciliation of Pcard Works and trouble shoots/assists with input errors.
Designs and implements strategies to collect reimbursements of the division’s costs due to its response to FEMA and other declared disasters/emergencies. Compiles statistical information, coordinates collection of input from field offices, and prepares reports for special cost reporting and/or reimbursement related to federal disaster response work details and emergency expenditures
