This is a highly responsible position in the Bureau of General Services.

  • This may position may require some day and overnight travel.
  • This position is required to participate in the Bureau of General Services’ COOP and Emergency Response activities.


This position is primarily responsible for:


  • Technical: Serves as the bureau technical liaison supporting various technical systems and works to develop and maintain the bureau website including information pages, forms, links, and other data as required; develop and maintain the bureau sharepoint site including dedicated sites, workflows, forms, etc.; and develop and maintain databases, forms, and reports in Microsoft Access


  • Projects: Serves as primary support for bureau projects relating to bureau operations and organization 


  • Training: Serves as a bureau training liaison; provides customer service and assistance to improve capabilities in support of the bureau’s areas of responsibility including, but not limited to: contract administration, grant administration, insurance, procurement, fleet, records, and property; compiles, develops, evaluates, implements, and maintains training in support of the bureau for career development and identified training goals and initiatives, and maintains all related data


  • Governance: Supports governance activities including reviewing, drafting, and maintaining bureau policies, procedures, guidelines and related directives; reviews administrative policies, procedures, guidelines and related directives to be implemented and develops analysis of impact on the bureau; prepares and maintains professional manuals, guides, forms, and reports in support of the bureau.




  • A valid driver's license.
  • A minimum of 36 months of experience effectively using Excel, Word, PowerPoint, Access, and Outlook.
  • A minimum of 36 months of experience with daily job duties that include the following: Drupal and webpage maintenance, SharePoint including development of sites and workflows, Governance including maintenance of policies, procedures, legislative analysis, etc. and Training including developing and delivering courses, materials, and maintaining a learning management system. 



  • Knowledge of the principles and techniques of effective communication.
  • Knowledge of the methods of data collection and analysis.
  • Knowledge of basic management principles and practices.
  • Knowledge of the principles of human behavior, learning, and communication.
  • Knowledge of instructional design, research, and implementation methodologies.
  • Ability to understand and apply applicable rules, regulations, policies, and procedures relating to the development of training programs and operational and management analysis activities.
  • Ability to collect, evaluate, and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of operational and management practices and the development of training and evaluation programs.
  • Ability to organize data into logical format for presentation in reports, documents and other written materials.
  • Ability to work independently.
  • Ability to utilize problem-solving techniques.
  • Ability to plan, organize, and coordinate work assignments.
  • Ability to communicate effectively.
  • Ability to effectively manage time.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to develop and maintain sharepoint sites, processes, and workflows.
  • Ability to develop databases, forms, and reports in Access.
  • Ability to manage and develop courses, events, and reports in a learning management system
  • Ability to develop and manage content in a content management system.
