This is an onsite position in Tallahassee, Florida.
Position Overview and Responsibilities:
DEP’s Office of Technology and Information Services (OTIS) is currently recruiting for a Government Operations Consultant II. This position is responsible for the general business operational tasks of the Business Management Services section within OTIS. This position requires exceptional organizational skills, the ability to handle confidential information with discretion, and excellent communication abilities. The recommended candidate must demonstrate strong relationship and interpersonal skills while working with program staff, as well as internal and external customers. The incumbent will represent OTIS and must be helpful, cooperative, polite, respectful, and courteous at all times in interactions with customers.
Specific duties and responsibilities include:
- Serve as Contract Manager in accordance with Chapters 287 and 215, F.S. for assigned IT Contracted Projects. This includes, but is not limited to, RFQ drafting assistance, financial management, invoice & deliverable review and processing, contract performance monitoring, and maintenance of official contract files. Coordinate with the Project Management Office regarding project implementation, as needed.
- Assist with the creation, edits, and payment processing of enterprise software and licenses, as well as other day-to-day operational purchases, including but not limited to, copiers, shipping, etc.
- Ensure goods and services are received as ordered, process all invoices ensuring they are approved, submitted, and paid in a timely manner.
- Assist the CIO and OTIS staff with various administrative tasks, including but not limited to, scheduling, travel, purchasing, ESA PIN processing etc. as needed.
- Make p-card purchases, track, and clear charges.
- Monitor office supply inventories and orders supplies as needed.
- Assist in the planning and execution of special projects, monitoring progress and ensuring timely completion.
- Manage and process building work orders, ensuring timely resolution of maintenance and facility-related requests.
- Serve as OTIS’ safety program manager, ensuring compliance with safety protocols, organizing safety training sessions, and addressing any safety concerns within OTIS.
- Serve as co-training liaison (TL) for OTIS; enter monthly training completions into the People First Learning Management System (PF LMS); attend TL meetings; schedule and track OTIS-sponsored trainings in the PF LMS.
- Serve as cell-phone liaison for OTIS.
- Serve as back-up timekeeper and requisition manager for OTIS.
- Maintain proficiency in the use of office equipment, software applications, and a working knowledge of established state and DEP laws, policies, procedures and directives as necessary to accomplish assigned duties and responsibilities.
- Perform other duties as assigned.

Required Knowledge, Skills, and Abilities:
- Knowledge of and ability to apply Florida Statutes, Administrative Code, and other authorities as applicable
- Knowledge of and ability to interpret and apply related policies, procedures, principles, and practices
- Knowledge of applicable computer applications (Microsoft Outlook, Word, Excel, etc.) and basic computer functions
- Ability to research, analyze, and interpret data
- Ability to communicate effectively, both verbally and in writing
- Ability to gather, interpret, report, and/or edit information
- Ability to organize data into a logical format
- Ability to work both independently and in a team environment
- Ability to utilize problem-solving techniques
- Ability to prioritize, organize, and perform multiple work assignments simultaneously
Preferred Qualifications:
- Current Florida Certified Contract Manager (FCCM) certification
- Experience in MFMP/AOD
- Experience with the Statewide Travel Management System (STMS)
- Experience with Bank of America (BOA) Works system
Position of Special Trust Requirement:
This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.
