The Work You Will Do:

The Division of State Lands, as Florida’s lead agency for environmental management and stewardship, serves as staff to the Board of Trustees of the Internal Improvement Trust Fund (Governor and Cabinet).  As such, the division’s role goes far beyond just acquiring lands for protection. It provides oversight for the management of activities on more than 12 million acres of public lands including lakes, rivers, and islands. These public lands help ensure all Florida’s residents and visitors can truly appreciate the state’s unique landscapes.

 

The Office of Environmental Services (OES) is responsible for the administration of the Florida Forever program, oversight of the land management of all conservation lands owned by the Board of Trustees of the Internal Improvement Trust Fund (BOT) and provides support for the Acquisition and Restoration Council (ARC). In that capacity, OES conducts a variety of functions for the Division of State Lands and other environmental entities.

Pay:

$42,776.81 to $44,500 Based on Education and Experience.

 

Your Specific Responsibilities:

Provides consultative support to the Florida Forever Program and the Office of Environmental Services with the review and database input of Florida Forever proposals and processing initial applications. Conducts the GIS analysis of existing Florida Forever projects for the purposes of identifying potential boundary modifications for areas that are no longer suitable for conservation, to make recommendations on essential and priority project parcels and for other proposed boundary changes to Florida Forever projects. Includes scheduling, organizing, and assembling information, documents, and team members to evaluate proposed changes. Assembles findings into reports, prepares related agenda items, and provides final revisions to data for use in the annual update of the Florida Forever Plan. Consults with the supervisor to create, organize, and assemble information, maps, and documents to develop reports for the state’s conservation land acquisition planning program.

 

Applies scientific and technical knowledge to assist with the development of GIS policies and procedures for the conservation land acquisition planning program. Coordinates with the State Lands GIS administrator to ensure that the data used for analysis is current and changes to data layers are regularly updated and on other related projects as required, including conducting the resource analysis of potential acquisition parcels for internal meetings. Updates and maintains the Florida Forever Storymap. Identifies appropriate data collection tools to assist with site evaluation and land management reviews and coordinates with other Offices/Bureaus to develop/implement. Works with the State-Owned Lands Inventory on improvements to relevant IT functions.

Coordinates with other land management agencies (state and federal), universities and nongovernmental partners. Assists with Florida Forever site assessments and Land Management Reviews as needed.

 

Performs other related duties as required.

 

Required Knowledge, Skills, and Abilities:

Knowledge of Florida’s natural communities and ecosystems, principles and processes involved in operational and organizational planning and land conservation planning, the methods of research, data collection and analysis. Skill in Professional writing, speaking and presentations; Microsoft Office and ArcGIS Pro. Ability to determine work priorities, and ensure proper completion of work assignments; communicate effectively and present to varying audiences; establish and maintain effective working relationships with others; understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities; organize data into logical format for presentation in reports, maps, documents and other materials; collect, evaluate and analyze data to develop recommendations, solve problems, conduct fact-finding research; work independently and meet deadlines; solve problems and make decisions; demonstrate teamwork; exercise common sense.

 

Preferred Qualifications:

Bachelor's degree from a college or university.

A master's degree from a college or university can substitute for one year of the preferred experience.

Professional or nonprofessional. experience as described above can substitute on a year-for-year basis for the preferred college education.

At least 3 years of professional experience working in land conservation and/or planning, data management or other related discipline.

Proficiency in ESRI’s ArcGIS Pro, familiarity with DEP’s Map Direct and the State Lands database.
