Position Overview and Responsibilities:

The Florida Department of Environmental Protection’s Division of State Lands (DSL) serves as Florida’s lead agency for environmental management and stewardship and acts as staff to the Board of Trustees of the Internal Improvement Trust Fund of the State of Florida (Board of Trustees).  DSL’s work goes far beyond land acquisition. DSL oversees more than 12 million acres of public land across Florida, including lakes, rivers, and islands. These lands provide opportunities for residents and visitors to explore, connect with, and appreciate Florida’s one-of-a-kind natural landscapes. 

 

State-Owned Lands Inventory (SOLI) is responsible for:

  • GIS mapping production services for the Board of Trustees Land Document System, which serves as the State’s title repository for lands held by the the Board of Trustees.  These mapped parcels provide the foundational data for the Florida State-Owned Lands and Records Information System (FL-SOLARIS) inventory and support the accurate identification, management, and tracking of state-owned lands.
  • The development and operation of the legislatively mandated FL-SOLARIS, which  serves as the State’s central repository for state-owned lands and facilities inventory data. The system has become a valuable resource for the effective management of more than 21,000 state facilities, represented by over 20,000 facilities records, and  more than 71,000 state-owned parcels, represented by over 53,000 land records. FL-SOLARIS provides state agencies, legislators, Cabinet offices, and the public with access to comprehensive information to support effective management and oversight of the State’s real property assets.
  • The development and management of the legislatively mandated enterprise systems, including the Land Management Plan module, Conservation Land Easement and Recreation System, Submerged and Uplands Revenue Systems, Acquisition Process Information System, and the Board of Trustees Land Document System. The State-Owned Lands Inventory is responsible for maintaining these critical systems and ensuring their continued reliability and functionality while adapting to evolving technologies and emerging business needs.

 

This position’s duties and responsibilities include:

  • Conducting organizational studies and evaluations of office procedures; providing technical assistance and developing processes and procedures to improve the efficiency and effectiveness of State-Owned Lands Inventory operations.
  • Communicating with division, agency, and vendor staff to support system development, testing, implementation, and maintenance.  Participating in system design and testing and coordinating with Florida Department of Environmental Protection (DEP) systems, including Qlik, Laserfiche, and Drupal.
  • Performing database queries and analyzing data for quality control, reporting, and other business needs.
  • Coordinating with DSL staff, county and municipal officials, vendors, and state agencies to reconcile the FL_SOLARIS and the Conservation Land Easement and Recreation database inventories with county property tax records and to collect and maintain conservation land data.
  • Serving as the primary point of contact within DSL for the Conservation Land Easement and Recreation database, Qlik, Laserfiche, and web publishing.
  • Assisting with the administration and maintenance of the Conservation Land Easement and Recreation database and FL-SOLARIS.  Assisting with Qlik, Electronic Document Management System administration, and web publishing by coordinating with DSL staff and appliable DEP administrators.
  • Using Qlik to develop new reports and modify, maintain, and analyze existing reports to meet DSL reporting needs. Assisting with inter-division Qlik reporting as needed. Use Laserfiche to assist DSL staff with insertion, retrieval, modification, and deletion of electronic documents.
  • Training and providing technical assistance to users regarding Qlik, Laserfiche, Electronic Document Management System administration, and web publishing.
  • Receiving, evaluating, and responding to system and user-generated emails and other communication; troubleshooting issues and coordinating resolution as appropriate.
  • Performing data quality assurance and quality control, data acquisition, data entry, data upload, and data analysis to maintain the accuracy and integrity of DSL information systems.
  • Performing other related duties as required.

 

 

Required Knowledge, Skills, and Abilities:

Knowledge of: Qlik development, Electronic Document Management System administration, relational database concepts; methods of data collection and analysis; Structured Query Language (SQL).

Skilled in: The utilization of computers, printers, scanners, fax machines, and Microsoft Office (Word, Access, Excel and PowerPoint).

Ability to: Think logically, solve problems, and make decisions; work independently; analyze and interpret data; communicate technical information verbally, pictorially, and in writing; quickly learn DEP and commercial software applications; interpret and follow statutes, rules, and policies; generate statistical reports, project reports; function as fully participating team member; establish and maintain effective working relationships with others; and provide courteous and professional customer service.

 

 

Pay:

$45,060.11 to $48,000 annually; commensurate with education and experience.
