The Government Operations Consultant II position works as a Grant Manager. The incumbent is expected to use independent judgment in coordination with other staff in identifying and establishing program and policies and procedures for Rebuild Florida. This position interfaces with the public, contractors or other agencies regarding the Rebuild Florida Program.
Your Specific Responsibilities:
- Plans, facilitates, and assists in the negotiation of agreement changes, amendments, coordinates the development of cost and price analysis, conducts agreement and files post-audits and closeout, completes the agreement checklists, facilitates findings of fact and resolves agreement disputes. Updates tracking systems and maintains agreement logs in accordance with department policy and procedures and to ensure compliance with applicable statutory requirements.
- Serves as a Grant Manager for subrecipient agreements awarded under the Hurricane Michael and Hurricane Ian Hazard Mitigation Grant Match programs.
- Maintains subrecipient files for assigned projects.
- Acts as subject matter expert providing guidance across programs for various processes and deliverables including scope of work creation, QPR reporting, and ensuring compliance with all federal guidelines during the life of subrecipient process.
- Acts as a liaison between Commerce and consulting firm.
- Conducts desktop and onsite review of activities and expenditures of assigned projects to ensure compliance with state guidelines and contract requirements.
- Works to standardize processes by creating various document templates.
- Serves as member of the review process for subrecipient reimbursements to ensure accuracy and compliance.
- Produces high volume and high-quality work within compressed timeframes.
- Identifies program risks and resolves program issues.
- Assists with training of new Grant Manager’s.
- Provides support for bureau initiatives as needed in partnership with Leadership.
- Researches and analyzes documents and policies to inform program decision making.
- Drafts program level reports, documents, and presentations for Leadership within Microsoft Office Programs.
- Monitors application and implementation of appropriate rules, regulations, policies, procedures, and guidelines to ensure compliance with financial and administrative requirements.
- Provides administrative support as needed.
- Provides technical assistance to subrecipients as needed.
- Analyzes and tracks fiscal records.
- Other duties as required.
Required Knowledge, Skills, and Abilities:
- Ability to understand and apply rules, policies and procedures relating to the U.S. Department of Housing and Urban Development’s Community Development Block Grant-Disaster Recovery (CDBG-DR) Program.
- Ability to use analytical skills to interpret and evaluate information.

Qualifications:
As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.

The Work You Will Do:
The Government Operations Consultant III is in the Office of Long-Term Resiliency. This Housing Team includes Housing Operations, specifically in establishing eligibility, managing construction, Quality Assurance/Quality Control (QA/QC), Contract Management, Appeals, Temporary Housing Assistance Benefit Management, Closeout and other related duties.
