Your Specific Responsibilities:

This position requires a strategic thinker with a strong understanding of small business lending, contract management, and public-private financing programs. The ideal candidate will be detail-oriented, collaborative, and capable of managing multiple priorities in a fast-paced environment. Support the management of contracts currently overseen by senior staff, including tracking deadlines, deliverables, and performance metrics.

 

  • Act as the primary point of contact for all matters related to the Capital Access Program (CAP)
  • Develop and maintain subject matter expertise in CAP guidelines, compliance standards, and operational workflows
  • Manage lender relationships, including onboarding, training, and ongoing support—especially for high-volume partners like Accion
  • Track and report on program performance metrics, ensuring timely and accurate loan processing
  • Collaborate with legal, finance, and program teams to ensure contract compliance and audit readiness
  • Deliver training and technical assistance to internal staff and external stakeholders
  • Contribute to the continuous improvement of CAP policies, procedures, and systems
  • Maintain good working relationships and keep in close coordination with program managers from partnering agencies.
  • Coordinate the development of business analyses, reports and presentations to facilitate making important business decisions.
  • Other duties as assigned by supervisor.

 

Required Knowledge, Skills, and Abilities:

 

  • Proficient in Excel, word, Outlook, and PowerPoint
  • Ability to develop working relationships with colleagues and partners
  • Experience in the administration and monitoring of State contracts and agreements
  • Strong analytical and quantitative skills
  • Excellent written and verbal communication skills
  • In-depth understanding of small business lending practices and capital access programs
  • Familiarity with federal and state economic development initiatives, including SSBCI
  • Working knowledge of contract management principles and public sector procurement
  • Strong analytical and problem-solving skills; ability to interpret data and identify trends
  • Excellent written and verbal communication skills for engaging with lenders, partners, and internal teams
  • Effective project management skills with the ability to prioritize and manage multiple tasks
  • Ability to work independently and collaboratively across departments
  • Capacity to build and maintain productive relationships with external partners
  • Adaptability in a dynamic policy and program environment

 

Qualifications:

As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records. 

 

Minimum:

  • Must complete the Florida Certified Contract Manager Certification Training within 12 months of appointment.
  • Duties and responsibilities of this position must be performed at the official work site of the Department.
  • Travel may be required up to 25% of the time

Preferred:

  • Experience working with business lending programs and financial services
  • Prior involvement with federal or state economic development programs
  • Experience managing contracts, vendor relationships, or compliance activities
  • Background working with lenders, CDFIs, or financial institutions
  • Experience interpreting or implementing program guidelines, policies, or regulatory requirements
  • Project management experience in a government, nonprofit, or financial services setting

Pay:

$45,000.00 – $55,000.00 Annually

The Work You Will Do:        

The Program/Contract Manager for the Capital Access Program (CAP) will play a critical role in the successful administration of the program. This individual will serve as the primary liaison for CAP lenders, oversee program operations, and ensure compliance with all contractual and regulatory requirements. As the program scales, particularly with the onboarding of high-volume, this role will be essential in maintaining efficiency, accuracy, and responsiveness
