Your Specific Responsibilities:
Review, monitor, and audit incentive claims packets and compliance reports, related to the above-mentioned economic development incentive programs to ensure they are complete and accurate, and meet statutory requirements and policy guidelines. Submit claims recommendations to the Chief Analyst for Compliance for the Division Director’s decision.
Oversee claim data administration in DED’s incentives database, to include review and processing of key project claims information, drafting of letters, reminders, and other required documents for project compliance processes; review draft contracts and agreements prior to execution; provide assistance to incentive applicants and awardees, project administrators, and others involved in or interested in the incentives process; analyze state and applicable federal legislation or regulations that may impact Florida’s incentive programs; and prepare briefings, as necessary, for Department executives and Division Director.
Work with the Bureau of Business Development’s request for due diligence assistance as needed. Additional work with Business Development in the vetting of the following programs Rural Job Tax Credit and Urban Job Tax Credit.
Assist the Bureau of Partnership with the support of the oversight of Florida Commerce’s direct support organizations to include Visti Florida, Space Florida, Sports Foundation, and Select Florida. By performing reviews of compliance of contracts and Florida Statute of quarterly reports and payment request to ensure they meet contract and legal thresholds.
Prepare reports on incentive programs for the Governor, the Legislature, auditors, the press, and the public, as requested. Under the supervision of the Chief Analyst for Compliance, assist with the preparation of materials for public information requests, Florida Commerce’s legal counsel, and the Governor’s legal office.
Required Knowledge, Skills, and Abilities:
- Knowledge of the concepts, practices, and procedures for strategic and business development.
- Proficiency in utilization of computers using Word®, Excel®, PowerPoint®.
- Ability to produce professional level written work products.
- Ability to perform computer-based research activities.
- Proficiency with oral and written communication skills.
- Ability to establish an effective working relationships with others.
- Ability to manage priorities and meet established deadlines.
Qualifications:
As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.
Minimum:
- Duties and responsibilities of this position must be performed at the official work site of the Department.
- Travel may be required.
Preferred:
- Previous state experience
- Bachelor’s degree in business administration, grant management or other related fields
- Florida Certified Contract Manager
Pay:
Salary range $42,463.48 to $48,000.00

Support the implementation, administration, and oversight of Florida Commerce’s Incentive Programs under the purview of the Florida Commerce’s Division of Economic Development (DED), to include the Qualified Target Industry Tax Refund (with Brownfield Bonus where applicable), Qualified Defense Contractor Tax Refund (QDC), Brownfield Redevelopment (BFRB); Semiconductor, Defense, and High Impact Performance Incentive (HIPI), Capital Investment Tax Credit (CITC), Quick Action Closing Fund (Closing Fund), and Innovation Incentive Fund.
