JOB DESCRIPTION:

Under the supervision of the Child Care Resource & Referral (CCR&R) Program Manager, and in collaboration with other team members, serve as a CCR&R Program Analyst and Head Start State Collaboration Office Coordinator. This analyst will demonstrate strong customer service skills and work in tandem with team members to identify needs and deliver technical assistance to early leaning coalitions. Support CCR&R and Head Start operations by assisting with customer inquiries to the Division of Early Learning’s (DEL) call center; responding to e-mails, voicemails and maintaining open communication with early learning coalition and contractor staff. This position requires planning, organizing, and coordinating work on the local and statewide levels to facilitate the development of a seamless delivery system of quality program services to enable all children to be ready for school.

 

DUTIES & RESPONSIBILITIES:

The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions:

Agency:

Responsibilities include but are not limited to:

  • The employee is expected to demonstrate knowledge, skills, and ability to prepare, provide, and deliver quality work products representative of the Department’s commitment to quality, efficient services and practices. Where applicable, the employee will demonstrate quality document preparation and dissemination evidenced by accuracy, correct grammar and format, appropriate content, proper approvals and timeliness.
  • Manage early learning projects related to the activities of the DEL. Working with contractors, vendors, subrecipients on project related tasks including tracking contract deliverables, maintaining communication, and managing invoicing.
  • Unsupported image type.Research child development, early learning, and practitioner topics to promote resource development and sharing; produce topical papers to share with coalitions, parents and providers.
  • Unsupported image type.Collaborate with other organizations and programs engaged in related activities and represent the division and Head Start in meetings, conference calls, workgroups or events with partner agencies.
  • Serve as an early childhood content expert for the development of resources, publications, programs and policies. Support resource development from conceptualization to dissemination. Assess future needs. Promote outreach efforts for the DEL.
  • Monitor and share relevant early learning trends through the analysis of national, regional and state research; best practices locally and in the nation, policy changes, and other relevant sources of information. Identify gaps in services and the early learning system. Strategize on projects, programs and solutions for gaps.
  • Participate in programmatic monitoring of the early learning coalitions to evaluate operational effectiveness and ensure compliance with CCR&R statutory and regulatory requirements, agency rules and policies. Accurately document compliance observations and prepare written recommendations for correcting the finding, implementation of new systems, procedures or organizational changes.
  • Maintain communication with the manager and team regarding project status and outcomes.
  • Perform other duties as assigned.

Head Start Collaboration Office (HSCO)

  • Assist the Head Start Collaboration Director in implementation of goals per the HSCO refunding application.
  • Gather, interpret, analyze and prepare data for studies, reports and recommendations.
  • Coordinate activities with other related organizations, agencies, etc. representing the state collaboration office.
  • Arrange travel requests and prepare travel arrangements and reservations.
  • Prepare correspondence, reports, forms, surveys, agendas and related materials.
  • Organize various workgroups, meetings and conferences. Assemble related background materials. Prepare agendas, presentations, reports and other related items. Record action items.
  • Develop office notices, flyers, brochures, newsletters, media releases, news articles, and other informational materials about related programs and services.
  • Attend select in person meetings and events, which may require overnight travel.
  • Participate in select virtual meetings with the HSCO as requested.
  • Provide feedback for HSCO and Office of Head Start required reporting documents and surveys.
  • Work within the Head Start Enterprise System to pull reports, data and contact information as needed.
  • Perform other duties as assigned.
  • Some travel is required.

MINIMUM QUALIFICATIONS

  • Required Licensure/Registration/Certification/Experience or Education:

At least 3 years of professional experience working with social services and/or early childhood education.

-     Experience in editing and proofreading documents and reports.

Preference will be given to:

  • Applicants who meet both professional and educational experience.
  • Applicants who have a bachelor’s degree or higher from an accredited college or University.

LEAVE INFORMATION: (CS)

  • Annual Leave - All full-time Career Service employees filling established positions earn annual leave in varying increments dependent upon years of creditable service. Employees with up to 5 years of creditable service earn 8.667 hours per month, with 5 to 10 years earn 10.833 hours per month and those with over 10 years of service earn 13 hours per month. Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.
