The employee must be productive under tight timeframes, balance multiple and competing priorities and maintain goal-directed behavior and performance sometimes under stressful conditions. The employee must interact courteously with others. The employee’s performance and behavior must demonstrate consideration of the workload concerns of others and must not negatively affect productivity and morale of the unit. This is independent and complex administrative and consultative work providing operational and management coordination for the Division. The incumbent is familiar with processes, systems and process management, performance measures, process alignment, self-assessments, continuous improvement, evaluation and organizational development. Prepares work requests and projects related but not limited to: • Develops datasets for, manages the validation process and submits of federally required performance reports • Qualitative and quantitative analysis of the data leading to the interpretation of the findings, recommendations and issuing reports for senior leaders, management, and staff • Collection and analysis of various datasets related to customer satisfaction, customer complaints, and the impact on VR’s performance. • Provide consultation to senior leaders, management, and staff for developing strategies for improving customer satisfaction and decreasing customer complaints • Conduct complex data analysis and performance projections for strategic projects. • Assist with the designing, developing and maintaining SQL (especially PROC and TSQL) procedures and data queries requested by our customers (e.g., HQ, FRC, field offices, public records requests, and legislative committees, etc.) • Assist with producing data and graphs for ad-hoc requests and/or routine reports for the Division’s internal and external customers • Assist with process improvement activities using Rapid Process Improvement (RPI) tools such as: map processes, structural analysis, barrier generation and solutions to barriers that will assist in the identification of opportunities for improvement (OFIs), benchmarking and identifying best practices. • Assist with reviewing administrative policies, procedures, guidelines that support the management reporting system. • Consults with staff members to develop solutions for programmatic operational problems. • Performs other duties as assigned.
Knowledge, skills and abilities, including utilization of equipment, required for the position: Knowledge of quality processes, tools and techniques (e.g., Six Sigma and Rapid Process Improvement (RPI)) Knowledge of basic management principles and practices Knowledge of data collection and analysis methods using Microsoft Office, SAS, Tableau and Power BI Knowledge of designing, developing and maintaining SQL (especially PROC and TSQL) procedures and data queries Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of operational and management practices. Ability to design, develop, and maintain SQL (especially PROC and TSQL) procedures and data queries Ability to organize data into logical format for presentation in reports, documents and other written materials Ability to conduct fact-finding research Ability to utilize problem-solving techniques Ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities Ability to work with internal and external customers to identify project requirements and deliverables. Ability to plan, organize and coordinate work assignments. Ability to work independently Ability to communicate effectively.
