Job Description:

 

The Division of Vocational Rehabilitation Ticket to Work Section handles the statewide administration of the Social Security Administration (SSA) Ticket to Work and Self-Sufficiency Program.  This position is entrusted with access to highly confidential data provided under an agreement between the Department and the Social Security Administration.  The work associated with this program is complex in nature and will include making independent decisions related to Ticket to Work matters.  This position plays a vital role in the Ticket to Work Section and promotes the vision and mission of the Division by supporting SSA beneficiaries to improve earning potential and ensure long term success in the workforce.  This position works closely with personnel at the local and federal Social Security Administration, national Ticket Program Manager, and other VR Ticket to Work Programs in the United States.

 

The employee must be productive under tight timeframes, balance multiple and competing priorities and maintain goal-directed behavior and performance sometimes under stressful conditions.  The employee must interact courteously with others.  The employee’s performance and behavior must demonstrate consideration of the workload concerns of others and must not negatively affect productivity and morale of the unit. Attendance is an essential function of this position.

 

The employee will assist in a significant way with the Ticket to Work (TTW) Unit as follows:

 

  • Assists with the administration of the Social Security Administration / Ticket to Work (TTW) program.
  • Conducts an ongoing analysis of program performance to determine whether current operating systems and policies are effective in achieving organizational goals and objectives and makes recommendations to improve the overall administration of the program.
  • Coordinates with the VR Ticket to Work team to resolve problems and issues pertaining to the administration of the program.
  • Assists with the development and implementation of operating policies, procedures, and systems used in the administration of the VR Ticket to Work program.
  • Oversees the process associated with the Social Security Administration’s Traditional Cost Reimbursements and Employment Network Payments by tracking claims and payments, identifying and addressing errors, validating denied claims and payments, reconciling awards and payments with the Financial Payments Unit, and validating or addressing overpayments.
  • Assists the VR Ticket to Work program supervisor with the development and maintenance of all data exchanges.
  • Maintains secure and highly confidential data management systems that captures data concerning consumer services, type, and amount of SSA benefits received, other public assistance (food stamps, TANF), Medicare/Medicaid, and eligibility for program participation.  Maintenance, access and use of the program and the Social Security Administration data and records must strictly comply with requirements and restrictions established by the U.S. Department of Education-Rehabilitation Services Administration, the Social Security Administration, and Florida Statutes.
  • Conducts analyses of the program data to identify trends and issues regarding program performance; prepares comprehensive reports detailing findings and recommendations for improvement or corrective action.
  • Coordinates receipt, maintenance, and distribution of confirmation of Ticket activation and deactivation.
  • Participates in unit meetings and serves as a member of VR’s Social Security Administration Coordinators Team.
  • Maintains existing programs and conduct research on other data exchange systems that are being used effectively to incorporate into the current structure and systems of the Section.
  • Assists in monitoring the work being done by Social Security Administration Liaisons, and training field staff to ensure optimal performance of the operating systems that have been developed.
  • Conducts presentations at forums and conferences for field staff and other stakeholders.
  • Uses statistical and empirical data to identify trends and to monitor the overall performance of the operating system.
  • Performs Program-related research and uses findings to prepare comprehensive reports.
  • Performs other duties as required.
