Job Description:

This position is responsible for providing management consulting services pertaining to budget allocations, program assessments, audit coordination, and training for the Bureau of Client Services and Program Support within the Division of Blind Services (DBS). The incumbent must be detail oriented, organized, and able to work independently and as part of a team.

 

Examples of Work:

  • Maintain and practice a current understanding of Department of Education and DBS policies and guidelines regarding information security.
  • Collect/report performance data related to the Vocational Rehabilitation (VR) program and analyze data to determine trends in service use, number of clients served, service quality, etc. 
  • Prepare and submit required state/federal reports including:
    • RSA 911 Quarterly VR Case Service Report
    • RSA 113 Quarterly Cumulative Caseload Report
    • NVRA Quarterly Voter’s Registration Report
    • RSA 70B Annual Older Blind Report
    • RSA 722 Annual Client Appeal Report
    • HHS 704 Independent Living Adult Program Report
  • Serve as the fiscal liaison for the Bureau of Client Services and communicate fiscal needs to the Bureau of Operations and Compliance.
  • Coordinate district authorization requests for advances or additional funding and provide documentation for the Bureau Chief’s review/approval.
  • Determine district budget allocations by compiling data based on statistical studies/analyses of past and current years to prepare budgets.
  • Monitor district budgets through AWARE-QPIS Reports.
  • Review operating budgets periodically to analyze trends affecting budget needs.
  • Manage program data analysis service evaluation reports.
  • Participate in statewide program training.
  • Complete mandatory training annually as required by the Department of Education.
  • Other duties as assigned.

  • Knowledge of the methods of data collection and analysis.
  • Knowledge of basic management principles and practices.
  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of operational and management practices.
  • Ability to organize data into logical format for presentation in reports, documents and other written materials.
  • Ability to conduct fact-finding research.
  • Ability to utilize problem-solving techniques.
  • Ability to work independently.
  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to communicate effectively.
  • Ability to establish and maintain effective working relationships with others.

 

Minimum Qualifications:

  • A bachelor's degree from an accredited college or university and four years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work.
  • A master's degree from an accredited college or university can substitute for one year of the required experience.
  • Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.
