 The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.

THIS IS NOT A TELEWORK POSITION.  CANDIDATE WILL BE REQUIRED TO WORK IN THE TALLAHASSEE HQ OFFICE.

 

The selected candidate will serve as a Data Scientist within the Office of Substance Abuse & Mental Health (SAMH), providing research and data analytics support. The focus is centered around mining, analyzing, and visualizing data by leveraging advanced analytical/statistical techniques often from separate databases/sources. This role will also be expected to help draft narratives around analytics and create visual representations of findings. Key responsibilities of this position encompass data analysis and evaluation and providing consultation and subject matter expertise regarding trends and patterns impacting programs managed by the department.

 

Specific Duties and Responsibilities include:

Data Analysis: Mine data and metadata from primary, secondary, and tertiary sources, then reorganize the data in a format that can be easily read. Use statistical tools to interpret data sets, paying particular attention to trends and patterns that could be valuable for diagnostic and predictive analytics efforts. Develop advanced quantitative models using a variety of tools to support predictive assessments. Identify business problems or management objectives that can be addressed through data analysis. Identify relationships and trends or any factors that could affect the results of research. Test, validate, and reformulate models to ensure accurate prediction of outcomes of interest.

Reporting: Create appropriate documentation that allows stakeholders to understand the steps of the data analysis process and duplicate or replicate the analysis if necessary. Communicate model behavior and results to SAMH Executive Leadership and other stakeholders. Deliver oral or written presentations of the results of mathematical modeling and data analysis to management or other end users.

Data Storytelling: Create graphs, charts, or other visualizations to convey the results of data analysis using specialized software. Design data visualization elements, prepare reports, and create graphical level presentations that effectively communicate trends, patterns, and predictions using relevant data.

Training: Complete topic research and train internal and external partners on key data analytics initiatives. Identify emerging analytic trends and technologies, staying up-date by reading scientific articles, conference papers, or other sources of research.

 

Knowledge, Skills and Abilities required for the position:

  • Proficiency in Microsoft software, including Office, Teams, OneDrive, and SharePoint.
  • Familiarity with data modeling and data architecture.
  • Perform data quality assessments and statistical testing to verify data quality and data integrity.
  • Translate and visualize data into information and insights to discover trends and patterns for solving the problem and improving performance.
  • Develop custom data models, standard statistical models, deep learning algorithms for building diagnostic, predictive and prescriptive data science solution.
  • Proficiency with business analytics/visualization tools, such as Tableau, PowerBI, etc.

 

Minimum Qualifications:

  • A minimum of four years of professional experience in data analysis, a bachelor’s degree in computer science, data science, mathematics, statistics, business analytics, or a related field.

Preference will be given to applicants who have:

  • A master’s degree in computer science, data science, mathematics, statistics, business analytics, or a related field.
  • Experience applying robotic process automations.
  • Working knowledge of creating scripts (Python, R, SAS) to build machine learning models.
  • Experience in data cleansing, data wrangling, and data merging.
  • Working knowledge of database systems and querying languages (e.g., SQL) to extract and manipulate data efficiently.
