This is a full-time Career Service position.
Regular business hours are 8:00 am - 5:00 pm EST, Monday to Friday.
Location: Open statewide. The position location will be based on selected candidate.
THIS IS NOT A TELEWORK POSITION. CANDIDATE WILL BE REQUIRED TO WORK IN THE OFFICE.

Minimum qualifications:
-
Must be a current FL DCF employee.
-
A least five years’ work experience in the Office of Economic Self Sufficiency (ESS) where the primary duties performed were determining program eligibility, program-related activities or monitoring public assistance programs: Temporary Assistance for Needy Families (TANF), Food Assistance and Medicaid programs.

Ability to travel regularly, including overnight travel.
Preference may be given to candidates that meet the following criteria:
-
Microsoft Office applications, Florida Online Recipient Integrated Data Access (FLORIDA), Florida Medicaid Management Information System (FMMIS), ACCESS Management System (AMS), Quality Management System (QMS), Document Imaging (DVS).

Two years’ experience working for DCF in the ESS Program reviewing ESS Administrative and program policies, procedures, guidelines and related directives to be implemented; evaluates impact on operations; identifies potential problems and made recommendations for improvement.

Two years’ experience developing regional Corrective Action Plans.

Two years’ experience compiling and analyzing data, analyses, and recommendations for improvement.
Job Description: Quality Team – Government Operations Consultant II
This is a statewide position tasked with assisting with special projects, implementation activities, and case reviews for the statewide ESS Program operational teams. The incumbent for this position will have extensive ESS knowledge, specifically in determining eligibility in TANF, Food Assistance and Medicaid along with procedural knowledge of how the program is designed to operate. This position will serve at the direction of the Director of Statewide Operations and support the ESS regional operations teams. This position will require travel throughout the state to meet with regional contacts and to attend meetings with Headquarters ESS Program management in Tallahassee.
The duties and responsibilities include, but are not limited to the following:

Reviews ESS administrative and program policies, procedures, guidelines and related directives to be implemented; evaluates impact on operations; identifies potential problems; recommends appropriate action.

Identifies statewide ESS operational problems in the implementation of administrative services policies and procedures or program policies and procedures.

Investigates, assesses, analyzes and makes recommendations to resolve issues and problems presented by ESS Regional Program Directors.

Provides direction, guidance and counsel to Directors and their staffs in the management and operation of service programs and responsibilities.

Performs firsthand, on-site analysis of operational problems of service programs; serves on interdisciplinary staff teams to develop optimum resolutions; carries out the implementation of solutions.

Consults with staff members to develop solutions for programmatic operational problems.

Coordinates with regional staff to collaborate on state Corrective Action Plans to ensure Federal program requirements are met.
-
Collaborating with operational staff to outline and facilitate the review process; providing consultation on case review samples; compiling and analyzing data; producing reports that summarize review findings, analyses, and recommendations for improvement.

Coordinating with all parties to coordinate, review and independently assign and/or prepare responses to requests for information from administrative staff.

Incumbent is a member of the Department's Disaster Supplemental Nutrition Assistance Program (D-SNAP) Disaster Response team and, in that capacity, may be required on short notice to perform duties and travel in support of disaster relief. During such events, incumbent may be required to work more than 8 hours per day.

Performs other related duties and special projects as assigned.

Knowledge of all public assistance programs administered by the ESS Program Office.

Knowledge of the methods of data collection and analysis; basic work management principles and practices.

Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of operational and management practices.

Ability to communicate effectively with others orally and in writing as indicated by the needs of the audience.
