This position is being advertised as anticipated vacancy.

 

Your Specific Responsibilities:

This is a highly responsible, independent professional position in the Contract Administration and Oversight Section. This position is supervised by the Operations Supervisor. This position is responsible for providing technical assistance to Contract Managers in the Program and Statewide Offices regarding contract management.

 

Independently performs complex administrative and consultative work providing operational management, guidance and coordination for statement contract review and management. This position reports directly to the Supervisor.
 

Reviews contracts and contract actions to ensure compliance with Florida Statute 287, State and Federal laws, regulations and department policies and procedures. Formulate alternative solutions or objective through research and analysis of contract issues. Provides technical assistance to Contract Managers of Program offices, County Health Departments and other staff with interpreting contract requirements and in the transfer of contractual services information from other State agencies to the Department.


Performs a review of contract files in Program offices to assure that contract files are complete and in compliance with contract terms and conditions. Prepares written reports of findings and recommendations. Works with the Contract Manager and Department representatives to resolve adverse findings. Prepares data analysis and maintenance of contract files.


Performs a review of contract information entered in "FACTS" to ensure information is entered timely and in compliance with the contract.


Prepares a quarterly analysis which is used to provide technical assistance to the Program offices.

 

Performs other duties, as required.

Required Knowledge, Skills, and Abilities:

  • Knowledge of the methods of data collection and analysis.
  • Knowledge of basic management principles and practices.
  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of operational and management practices.
  • Ability to organize data into logical format for presentation in reports, documents and other written materials.
  • Ability to conduct fact-finding research.
  • Ability to utilize problem-solving techniques.
  • Ability to work independently.
  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities.

Preferred Knowledge, Skills, and Abilities:

  • Ability to look at many indicators of system performance and consider the accuracy of the performance.
  • Knowledge of economic and accounting principles and practices, the financial markets, banking, and the analysis and reporting of financial data.
  • Knowledge of numbers, their operations, and interrelationships including one or more of the following: arithmetic, algebra, geometry, calculus, statistics, and their applications.
  • Knowledge of laws, legal codes, court procedures, precedents, government regulations, executive orders and agency rules.

 

Required Qualifications:

  • A minimum of one year of experience with reviewing documents to ensure compliance with Florida Statutes, rules, and Departmental policies.
  • Experience working in Florida Accountability Contract Tracking System (FACTS).

 

Preferred Qualification:

  • Experience with the Florida Department of Health Electronic Contract Routing Systems (AXIOM).
