This is a highly responsible professional position located within the Bureau of Preparedness and Response, Administrative Preparedness Section, Grants Management Unit. The incumbent serves as a Grant Analyst for the Department of Health and Human Services (HHS), Hospital Preparedness Program (HPP) and Public Health Emergency Preparedness (PHEP) Cooperative Agreements.
Fiscal Management - Incumbent is responsible to create and maintain HPP and PHEP checkbooks as assigned for the analysis, reconciliation, and correction of cooperative agreement fiscal activity using standard DOH tools including FLAIR, RDS, FIS and excel. Incumbent will compare the RDS reports, ExBioT and FedCat, to the checkbook summary page to ensure expenditures have been captured properly. Assist with compiling federal payment justifications for HPP and PHEP to be submitted to the Office of Budget and Revenue Management.
Application development - Incumbent is responsible to assist with development of the cooperative agreement applications as needed. Incumbent will assist with entry and accuracy of required grant application elements into the federal reporting system by application due date.
Budget Meetings - Incumbent will conduct or attend monthly budget meetings with the bureau's program managers to review and discuss fiscal activity.
Corrections - Monthly, the incumbent will compile all corrections identified during fiscal reviews and submit to Finance and Accounting in accordance with DOH policy.
Healthcare Coalition Expenditure Review - Incumbent will assist with monthly expenditure review of Florida’s contracted healthcare coalitions to ensure spending is allowable, allocable, and reasonable and aligns with approved coalition budget. Findings will be reported to Grant Manager.
Federal Reporting - Incumbent will assist with entry of all federal reports prior to federal due dates as listed in the Notice of Grant Award.
Auditing - Incumbent will assist in the process of collecting the Single Federal Award Certifications for BPR's cooperative agreements on a semi-annual basis. Incumbent may also be required to respond to department audit requests as needed.
ESF8 - Incumbent will be listed on the ESF8 3-deep roster in a Finance and Administration role during exercises and/or responses.

Qualifications:
- Prefer Proficiency in Microsoft Excel and experience with financial information systems (DOH systems experience is a plus).
- Exceptional attention to detail and strong organizational skills.
- Knowledge of federal regulations related to grant management, including 2 CFR Part 200.
