This is a professional position under the direct supervision of the Cessation Manager in the Bureau of Tobacco Free Florida. This is a highly responsible professional positon that requires a degree of mastery of details of the phases as it relates enforcement of Chapter 386, Florida Statutes-the Florida Clean Air Act (FCAA) and the Bureau of Tobacco Free Florida Cessation programs. This is a tobacco free position.

 

Act as the bureau’s enforcement officer for the Florida Clean Air Act. Manages the department’s toll-free hotline to provide clarification and interpretation of the law to constituents, private and public sectors, legislative and departmental staff. Prepare and initiate on-site investigations and follow-up activities. This requires consultation with environmental health staff in 67 county health departments to ensure compliance is met in Florida businesses. Receives and process all complaints. Initiate administrative penalties for noncompliance according to Chapter 386, Florida Statutes and Administrative Rule Code 64I-4.  Maintain an automated data system necessary to operate the FCAA program and develop program activity reports as required. To further protect Florida’s citizens from exposure to secondhand smoke, collaborate with county Tobacco Free Florida staff on the development of smoke free policies in areas not covered by statute. Conduct on-site investigations when necessary.

Manage the $370,000 budget to drive performance of 20 CareerSource regional workforce boards that comprise of high-profile public/private partnership. Provide technical assistance to the CareerSource Florida Program. Conduct on-site visits to train and encourage participation with the Department of Health (DOH) fax and e-referral project with non-participating regions. Procures purchase orders for each CareerSource site to pay for projected annual referrals. Serves as the main contact for the DOH for all aspects of this partnership.

Serve as the cessation resource person. Respond to inquiries about services offered by the Department. Direct callers for Tobacco Free Florida Quit Your Way service options. Refer complaints/concerns to Florida’s Client Service Manager for the Quitline and the Quality Assurance Director for the Area Health Education Centers. Initiates and oversees purchasing of goods/services for the Cessation Section to include but not limited to CareerSource, health system projects and social service referral projects.

Assist with the preparation of documents necessary for rulemaking for Florida Administrative Code Rule 64I-4. During legislation, respond to bill analysis to provide possible impact to the department.

Manages contracts as outlined in the Department of Health contract manager’s manual. Develops and plans contract procurement annually to allow adequate time to evaluate current contracted service providers and/or secure other potential providers. Monitors the provider performance, at the minimum, annually to ensure compliance with contract and programmatic terms and conditions. Provides technical assistance to the contracted provider daily regarding the contract and deliverables within the contract. Reviews contract deliverables and expenditures to determine compliance with established timeframes in accordance with Section 215.422, F.S. Inspect, process, and approve provider’s invoices for payment within established time frames in accordance with Section 215.422, F.S. Maintain all required documentation in the contract manager’s files in accordance with Department of Health contract management documentation requirements
