Your Specific Responsibilities:
 

This is a professional position that serves as the primary administrator for the client-level Tuberculosis (TB) case registry and serves as the Interjurisdictional Notification (IJN) Coordinator for the state of Florida. The incumbent is responsible for monitoring and ensuring the accuracy and completeness of TB surveillance data for the Florida Department of Health. The incumbent must be capable of independent work managing the state-wide TB data registry, coordinating the IJN process, and providing complex administrative and consultative work regarding the tuberculosis data for the TB Control Section to support the FL TB System of Care.

 

Responsible for the IJN process by coordinating all incoming and outgoing interjurisdictional notifications, including in-flight contact investigations. Notifies TB Program Managers/Regional Coordinators by phone and/or email within 24 hours of receipt of incoming transfers. Identifies high priority transfers, such as MDR/XDR TB cases, INH resistant cases, HIV co-infected cases, and TB cases or suspects under the age of 15.

 

Reviews outgoing interjurisdictional documentation for completeness and provides notification to the interjurisdictional coordinator in the receiving state within 24 hours of receipt. Reviews International Notification forms for completeness and forwards to the international contact person in the appropriate country within 24 hours of receipt. Notifies Surveillance Manager of high priority transfers and cases and suspects traveling while infectious. Enters and tracks demographics of all incoming transfers and outgoing follow-up information in the IJN database. Routinely communicates with IJN coordinators in other states to ensure follow-up information is received, documented, and forwarded to the appropriate jurisdiction. Coordinates the reporting of incoming/outgoing TB suspects.

 

Ensures CDC is notified of in-flight contact investigation outcomes. Researches case history and conducts client searches as requested and communicates with other reporting jurisdictions upon request. Monitors alerts and reports to ensure completeness and timeliness of follow-up. Reviews reports to ensure integrity and accuracy of the database, including but not limited to making corrections to demographics as necessary. Conducts analysis and provides monthly/annual reporting outcomes for all lJNs, including but not limited to incoming/outgoing IJNs and in-flight contact investigations. Provides statewide technical assistance on the use of the IJN and other applicable applications. Ensures databases are current and in functioning order.

 

Ensures data accuracy and completeness of reportable tuberculosis case reports and is the quality control point of contact to approve case reports for transmission to the Center for Disease Control (CDC). Monitors the data transmission process to the CDC. Provides feedback on the case reporting process and identifies emerging issues. Reviews case reports and monitors alerts to ensure consistency and quality of data, including but not limited to timely reporting, and communicates results to management. Investigates and analyzes CDC, Health Management System (HMS) , and other data systems completeness reports and communicates with appropriate statewide personnel to resolve issues with data deficiencies and inconsistencies and monitors data repository for completed corrections. Consults with TB Control Section staff (i.e., surveillance managers, epidemiologists, medical officers, and field staff) to resolve data anomalies and assist with data analysis and data quality management.

 

Coordinates end of the year reporting and monitors reports and alerts to ensure accurate case reporting. Coordinates between the various case reporting points such as HMS , SAMS (Secured Access Management Services), NTIP (National TB Program Indicators) and CDC to ensure reconciliation of case counts and data quality. Communicates with statewide personnel and surveillance staff to address case reporting issues. Conducts and/or participates in Surveillance meetings as appropriate. Coordinates with other TBCS staff in the provision of technical assistance regarding TB case reporting. Coordinates state case number data completeness between the HIV/AIDS Section case registry and TB Control Section case registry for co-infected by working closely with the HIV/AIDS Section in matching client records. Reports HIV/AIDS state case number data to field staff for data entry. Reviews multi-drug resistant daily alerts and reports to management. Reviews lab results to identify and ensure follow-up on positive private laboratory results not in the Electronic Laboratory Reporting system (ELR). Participates in trainings, meetings, workshops, and conferences. Serves on innovation steering committees to help promulgate the needs of the TB Control Section to system integration staff.

 

As a secondary administrator of the nationwide CDC genotyping database, TB Genotyping Information Management System (TB GIMS), assists when necessary to monitor the completeness and accuracy of Florida's genotyping data and facilitates corrections as necessary. Provides oversight of the process of reporting the results of location, evaluation and treatment of immigrants and refugees referred to the state of Florida by the CDC Division of Global Migration and Quarantine with TB Class B conditions through the Electronic Disease Notification (EDN) system. Serve as Florida's primary liaison with the CDC and CHDs for all matters involving the EDN system; providing consultation, quality assurance and final approval for submission of information to the CDC through the EDN system. Monitor CHD efforts to resolve EDN system data issues identified by "alerts" designed to improve data accuracy and/or completeness and work through TB Program Managers and Area TB Coordinators to address unresolved issues. Provide monthly performance feedback to TB Program Managers and Area TB Coordinators regarding performance towards achievement of objectives of the National TB Indicators Project (NTIP) associated with TB Class B's. Provide technical assistance as needed in EDN system documentation.

 

Prepares and reviews daily, monthly, and quarterly ad-hoc queries and programmatic reports to carefully monitor TB surveillance data ensuring data quality and integrity. Coordinates or assists with surveillance data projects and studies, organizes, analyzes, distributes, monitors and evaluates specific data quality studies. Responds to data needs and requests, performs data queries and compiles data for but not limited to CHARTS, Annual World TB Day, fact sheets, frequency reports as requested by the administration, and strategic planning by using the TB data registry and other TB systems. Provides feedback and identifies reports -for development through various TB reporting systems. Maintains data repositories as appropriate in functioning order. Identifies training needs, and develop tools, knowledge gaps, and opportunities for documentation improvement.

Required Knowledge, Skills, and Abilities:

  • Knowledge of department policies and statutes relating to TB case reporting. Knowledge of CDC Tuberculosis case reporting requirements.
  • Ability to develop statistical reports using standard databases adopted for use in the TB Control Section. Knowledge of the methods of data collection and analysis.
  • Knowledge of basic management principles and practices.
  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow, and other activities relating to the improvement of operational and management practices.
  • Ability to organize data into a logical format for presentation in reports, documents, and other written materials.
  • Ability to conduct fact-finding research. Ability to utilize problem-solving techniques.
  • Ability to work independently. Ability to understand and apply applicable rules. regulations, policies, and procedures relating to operational and management analysis activities.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to communicate effectively. Ability to establish and maintain effective working relationships with a wide range of healthcare agencies and interests. Knowledge of Microsoft applications, such as WORD, EXCEL, and ACCESS.
