Your Specific Responsibilities:

This is a highly responsible professional position that reports directly to the Program Administrator for the Division of Community Health Promotion.  This position serves as the strategic development lead for the Division of Community Health Promotion. The position is responsible for initiating and supporting the design, implementation and management of data analysis tools that drive quality improvement across all Division bureaus and programs.  This position will work with staff across programs within the Division to develop data analytic tools to enable staff to collect, process and interpret data for actionable decision making. Duties include, but are not limited to, the following:

Lead the development of Division key health indicators to monitor programmatic progress towards goals. Provides core expertise, technical assistance and quality improvement guidance on data collection applications; as well as ensures that applications used within the Division comply with the requirements of the Department, Florida Statutes and federal grant requirements. Works with cross-functional teams, including epidemiologists, program staff, budget staff, and Division leadership to understand data needs and support strategic planning.

 

Assist bureaus within the Division with development, review, and publication of data visualization dashboards using tools like Qlik or Tableau to communicate process and outcome findings across bureaus. Identifies data from multiple sources for relevant application to programs within the Division. Coordinates with other DOH Divisions and Offices to utilize shared data sources. Coordinates with the Department’s Office of Information Technology to ensure data integrity, accuracy and adherence to policy and regulatory requirements. Leads the Division in coordinating data linkages with the health information exchange as needed.

 

Responsible for assisting the Division with development of policy decisions and strategic planning activities.  Assist bureaus within the Division, on an on-going basis, with planning evaluation activities which will include both formative and summative evaluations of each program component and analyzes quantitative and qualitative data to evaluate the effectiveness of the program, as well as continuous review and recommendations for program improvement or refinement. Develops, maintains, and manages databases and data sources to improve available resources and procedures.

Participates in the development of initiatives to expand, improve, and coordinate activities and services with the Division of Community Health Promotion, other DOH programs, other state agencies and public health partners. Serves as the liaison for the Division on ad hoc committees as needed.  Serves as the Division liaison to internal strategic planning efforts.

Skills to work collaboratively across organizational units and with diverse groups of people; organize information in logical formats for presentation in reports, documents, or training materials; evaluate and process information and make informed decisions.  Ability to work both independently and cooperatively in groups; to communicate effectively verbally and in writing; manage multiple tasks efficiently; analyze and solve problems.

Qualifications:

Experience developing, implementing, and evaluating strategic plans or long‑range organizational initiatives

Ability to analyze complex operational issues and translate findings into actionable strategies

Demonstrated skill in using data to forecast trends, identify gaps, and support decision‑making

Experience leading cross‑functional projects or organizational improvement efforts

Strong written and verbal communication skills, including preparing executive‑level reports and presentations

Ability to collaborate effectively with leadership, managers, and program staff across multiple bureaus or divisions

Proficiency with data analysis tools, dashboards, or planning software

High attention to detail and accuracy
