Your Specific Responsibilities:

This is a professional position in the Vendor Management Unit of the Bureau of WIC Program Services.  This position performs highly responsible, complex administrative and consultative work providing operational and management coordination of vendor compliance and enforcement activities for the WIC Program.  The work requires a high degree of initiative, independent decision making, judgment, accuracy and understanding of program operations.  This position is 100% supported by the federal Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) grant and the incumbent in this position is responsible for the following tasks:

 

Works directly with local agency WIC vendor managers for each vendor location and provides technical assistance to retail grocers (vendors), local WIC agencies, other federal, state or department staff and participants about vendor management through training, on-site visits, written and electronic communication or via the telephone.  Provides training to local agency staff involved with compliance promotion and enforcement activities.  Serves on work teams to solve operational and programmatic issues.

 

Conducts audits of vendor wholesale and supplier invoices compared to WIC EBT redemptions.  Identifies imbalance in payments, recovery of payments not supported and additional training required for vendor activities.  Manages the monitoring of vendor compliance with audit requirements.  Recommends changes in procedures, wholesale and supplier sources and necessary.

 

Provides technical assistance, training and guidance about program policies and procedures to vendors, local WIC agencies, program participants and other departmental staff through staff training, on-site visits, and correspondence or via the telephone.  Serves on work teams to solve operational and programmatic issues. Knowledgeable in the use and application of automated tools used in conduct of compliance reviews.   

 

Provides expert guidance to administrators and staff about the operation of the vendor management component of the WIC program.  Reviews and evaluates statutes, administrative rules, program policies, procedures and related directives to determine the operational impact on vendor compliance activities.  Identifies potential problems, consults with staff members to develop solutions, and recommends appropriate action to resolve operational issues and problems.  Develops methods, policies and procedures to ensure compliance by vendors with federal and state statutes, rules and regulations.

 

Maintains GEOCODE data for vendor, participant, and clinic locations.  Updates and evaluates accuracy of GEOCODE data on a routine basis.  Provides guidance and assistance to local agency and program personnel in analysis of GEOCODE data records.  Produces participant access records and required GEOCODE spatial analysis.  Participates as Bureau representative in GEOCODE user discussions. 

 

Conducts system testing on all components of FL-WiSE functionality using test scripts and environments provided by systems personnel or with those scripts the incumbent developed in conjunction with systems personnel.

 

Investigates cases of potential fraud or program violations.  Research may require the incumbent accessing Facebook, Craigslist, or other social media websites to identify, track and document potential WIC fraud and abuse.  Collects evidence and recommends corrective actions or penalties as appropriate.

 

Required Knowledge, Skills, and Abilities:

Knowledge of:  quality improvement principles and techniques; the principles of public health administration, planning and regulation; the methods of data collection and analysis; problem solving techniques; correct spelling, grammar and punctuation; and WIC Program regulations and policies.

 

Skill in:  the use of microcomputers and standard software programs; public speaking and communicating technical information at appropriate levels to different audiences.

 

Ability to:  understand and apply applicable rules, regulations, policies, and procedures;  think critically;  compile, organize, analyze and evaluate data;  organize data into logical format for presentations, reports, and documents;  develop reports, manuals, policies and procedures;  review data for accuracy and completeness;  develop objectives, strategies, plans and effectively implement;  review and evaluate plans, processes and programs to identify improvements and adjustments needed to ensure program effectiveness and efficiency;  implement corrective actions and evaluate the resultspresent negative findings in an effective manner; conduct basic research;  utilize problem solving techniques;  provide consultation and expert advice; plan, organize, prioritize and coordinate work assignments to ensure timely completion of quality, accurate work products;  communicate effectively, verbally and in writing;  establish and maintain effective working relationships;  and work independently.

 

Qualifications:

Bachelor’s degree from an accredited college or university and four years of professional experience in program planning, policy development, program implementation and/or program evaluation preferred. Experience in monitoring for compliance with programmatic rules and regulations and/or investigative work is preferred. Knowledge and experience with WIC or similar public assistance programs is also preferred.  Experience in Microsoft Word, Excel, Microsoft Access and GEOCODE work is preferred.
