Your Specific Responsibilities:
This is a professional position under the direct supervision of the Cancer Program Administrator within the Bureau of Tobacco Free Florida (BTFF) in the Division of Community Health Promotion. This is a highly responsible position that serves as the Cancer Prevention and Control Programs fiscal coordinator and ensures that all fiscal responsibilities are carried out efficiently and effectively. Duties include but are not limited to the following.
Conduct the fiscal activities relate to the Breast and Cervical Cancer Early Detection Program (FBCC). Colorectal Cancer Control Program (CRCCP). Comprehensive Cancer Control Program (CCCP), (i.e. Lead over the Surplus Deficit Report: Florida Accounting Information Resource (FLAIR), Financial Information System (FIS), Purchasing cards (Pcard), Schedule C balances: Journal Transfers, etc) Monitors Medicare rate changes for impact on FBCC service budgets and make changes as necessary.
Responsible for developing annual grant budgets; tracking expenditures; completing monthly spending plan reviews, reconciliations, and reports; and completing the annual Federal Financial Reporting Process for the FBCC, CRCCP and CCCP. Works with BTFF Budget Manager to ensure effective communication of program fiscal related matters.
Performs Contract Manager duties for the FBCC’s third party administrator (TPA) contract and other contracts as assigned. Conducts competitive solicitation for the contract award. Receives and reconciles contract invoices, maintains contract file. Complies with and monitors in compliance (when applicable) of the mandatory In Section 215.422 F.S. and Chapter 3A-24, FAC. Maintains Contract Manager Certification. Travel may be required.
Allocates grant funds for programmatic activities on Schedule C to participating county health department sites. Performs quarterly budget review to ensure sites are meeting expenditure guidelines as outline in agreement. On an annual basis, reviews and approve line-item budget and in-kind budget submitted by county health department sites. Provides technical assistance to participating county health department sites in the area of budgetary review and quarterly updates.
Initiates purchasing requests in My Florida Marketplace, submits invoices for approved purchase orders,
Maintains Purchasing Card records, approves, reviews and reconciles all activities associated with the programs P-cards, Initiates Schedule C funding process for annual allocations and adjustments during each fiscal year, as needed. Reviews budget documents for contract actions initiated within the Cancer Prevention and Control Program.
Provides annual service budgets, utilizing current Medicare rates, to the TPA and participating county health department sites, as applicable. Works with the TPA to ensure fiscal accuracy. Responds to budget inquiries from the local county health departments.
Assists Program Administrator with legislative bill analyses. Provides support to other program contract managers as needed, i.e., provides support to keep the contract process moving should the contract manager be out of the office. Reviews reports, documents and other written materials for logic as well as editing. Conducts fact finding research as needed. Compiles fiscal information for presentations and presents as needed.
Perform other duties and responsibilities as assigned or required by program activities.
Required Knowledge, Skills, and Abilities:
Knowledge of the methods of budget analysis and management, as well as contract management.
Ability to evaluate and analyze budget data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of operational and management program practices, produce reports and other documents;
Ability to conduct research, plan, organize & coordinate work assignments, utilize problem-solving techniques, and work independently;
Ability to understand and apply applicable rules, regulations, policies and procedures, relating to operational & management analysis activities; and
Ability to communicate effectively and establish and maintain effective working relationships with others
Qualifications:
Minimum – Preferred four years of equivalent work experience . Contract Manager- Serves as contract manager as required by Section 287.057 (15), Florida Statutes.
