Your Specific Responsibilities:
This highly responsible position provides statewide implementation and oversight of HIV programs in prisons and jails. Provides technical assistance and support for the Department of Health, HIV/AIDS Section in the areas of HIV screening and testing, peer education, prevention education, pre-release planning, and community linkage/follow-up for inmates and releases of jails and prisons statewide. Provides consultation to community-based organizations, the Florida Department of Corrections (FDC), county jails and county health departments for the implementation and/or evaluation of programs for inmates living with HIV. Works with various program systems and provides data analysis; prepares reports and makes presentations at local, state and national conferences, meetings, and workshops. Manages the Jail Linkage Programs, including providing reporting forms, training staff on standardized procedures and monitoring their progress on a monthly basis. Provides technical assistance as it relates to implementing HIV testing technology, adherence to acceptable medical standards in jails, and connecting inmates to medical care upon release. Initiates, negotiates, and oversees the Pre-Release Planning Program and Prison Peer Education Program with the FDC. Provides technical assistance and support for the development of procedures, guidelines, and reports for corrections programs.
Writes and manages the contract and ensures timely execution. Provides technical assistance and receives outcome data quarterly to assess the success of the program. Completes formal monitoring and accompanies pre-release planners on site visits to prisons as necessary. Coordinates activities for the Prevention Program related to protocols for mental health issues and substance use screening and treatment, as well as procedures for HIV/STD/hepatitis prevention, linkage to care and retention in care. Acts as the HIV/AIDS Section corrections liaison with public and private entities. Assists in the preparation of grant applications, legislative budget requests, legislative bill analyses, issue papers, quarterly reports, and other written assignments as assigned. Assists with contract development and procurement related tasks. Assists linkage to care team with other tasks related to linkage and re-engagement in care.

Qualifications:
Minimum –
Experience with data reporting systems
Experience implementing and overseeing statewide programs
Experience coordinating activities for medical/health programs
Preferred –
AA Degree or higher
Two years or more of experience
Professional experience is preferred in one or more of the following program areas: corrections, substance abuse, or mental health. This professional experience may be in program delivery, program evaluation, program planning, program management, or program administration.
