WHERE YOU WILL WORK:
The Department of Elder Affairs provides most of its direct services through its Division of Statewide Community-Based Services, which works through the state’s 11 Area Agencies on Aging and local service providers to deliver essential services to a vital segment of the population. The major focus of DOEA is to provide home and community-based services to seniors who are at risk of being placed into a long-term care facility because of their degree of frailty. Ultimately, the goal is to efficiently use resources to ensure that the greatest number of elders possible get to choose where they live while living healthy, active, and fulfilling lives in their communities. You will work in an office at the Capital Circle Office Complex.

WHAT YOU WILL DO:
This is a highly responsible professional position within the Department’s Monitoring and Quality Assurance Unit. This position performs work as a team member to monitor/audit department programs and contracts on a systematic, analytical, and objective basis to improve effectiveness of management oversight, quality assurance, internal controls, and governance process. This position is not a remote position and will be required to report to the office in person Monday through Friday (excluding state holidays).
DUTIES AND RESPONSIBILITIES:
Duties include, but are not limited to:
- Plans and conducts desk and onsite monitorings/audits of programs/processes/records of Area Agencies on Aging (AAAs), lead agencies, service providers, and/or third-party entities funded directly or indirectly by the Department. This will include, but may not be limited to:
- Reviewing and auditing client records, financial records, administrative records, personnel records, and other types of records AAAs and service providers utilize to document service provisions and compliance.
- Conducting in-person and virtual client, staff, and volunteer interviews
- Listening in on live calls to the AAA’s established Elder Helpline to document quality and compliance standards. You will not be a participant on the calls or interact with the caller or staff during these observations.
- Travels approximately 4-5 times per year, in one-week increments, to conduct onsite monitoring activities at the Department’s AAAs. Travel dates will typically occur between March and November and will be coordinated with the monitoring team to ensure there are no conflicts.
- Establishes audit objectives and scope, in consultation with unit supervisor and monitoring team, and determines the nature, timing, and extent of work to be performed.
- Develops, revises, and improves monitoring processes and tools, in consultation with the unit supervisor.
- Records, evaluates, and summarizes monitoring/auditing observations as a result of work performed. Provides finding recommendations to the MQA supervisor, based on observations.
- Documents monitoring findings in work papers and prepares written reports supporting findings and recommendations.
- Assists with Federal and State Single Audit Act audit reviews of contracted subrecipients.
- Cross trains in unassigned program areas to provide effective assistance and support to team members to achieve the unit’s tasks.
- Consults with and assists management with new project development, special projects, and efficiencies.
- Performs other duties and special assignments as assigned.
KNOWLEDGE, SKILLS, & ABILITIES NEEDED:
- Ability to independently seek out, research, and comprehend various applicable programs, laws, statutes, rules, policies, procedures and requirements.
- Ability to read, comprehend, interpret, and apply complicated and detailed laws, statutes, regulations, contract requirements, policies, procedures, and program authorities governing the agency.
- Must be extremely detail oriented, able to enter data accurately into a computerized system, and navigate multiple computer screens and applications.
- Possess proficiency at least an intermediate skill level in Microsoft Windows Operating environments and Office Suite products, such as Word, Excel, Outlook, OneDrive and SharePoint.
- Ability to work independently and with teams at the unit and agency where appropriate.
- Ability to prioritize and meet all required monitoring and assigned deadlines independently and within a team setting.
- Ability to follow written and oral directions and instructions and consistently execute the task effectively and efficiently.
- Possess strong written and oral communication skills, and use correct grammar, punctuation, and spelling.
- Ability to communicate effectively and demonstrate a professional and courteous demeanor to establish and maintain cooperative working relationships with the public, staff, partners, and stakeholders.
- Understand methods of data collection and analysis; have ability to organize data into logical format for presentation in reports, documents, and other written materials; utilize problem solving techniques; research, plan, organize, and coordinate work assignments.
- Prepare clear, concise, and accurate records and other documentation in a logical format.
- Ability to travel statewide, at least 4 to 5 weeks out of the year. Ability to lift and carry a laptop and associated documents and equipment for training (up to fifteen pounds).
MINIMUM REQUIREMENTS:
- Highschool diploma or GED and at least 4 years of professional work experience with work duties and/or skills that can be transferrable to this position.
- At least 2 years of experience performing monitoring, audits, and/or quality assurance review activities.
- Must be willing to talk/interview elder clients, their caregivers, AAA staff, and subcontractor staff.
- Must be willing to travel (in-state), which will include travel by plane and rental vehicle.
- Possess a valid driver’s license.
- Successful completion of a Level 2 Criminal History Background Check is required for all applicants selected for this position.
PREFERRED QUALIFICATIONS:
- Fluent in Spanish – verbal, conversational, and written.
- Prior work experience monitoring/audit contracts, subrecipients of federal/state funding, or other contracted providers/vendors/entities.
- Prior work experience managing contracts
- An associate degree and/or bachelor’s degree from an accredited college or university.
- Knowledge of the Florida and Federal Single Audit Acts
- Current or past State of Florida employment.
