The Division of Habitat & Species Conservation is comprised of six Sections and two offices. This position works within the Aquatic Habitat Conservation and Restoration Section (AHCR) of the Florida Fish and Wildlife Conservation Commission’s Division of Habitat and Species Conservation.
Minimum Qualifications: A high school diploma and eight years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, or administrative work. A bachelor’s degree can substitute for four of the eight years’ experience.

Description of Duties: This position functions as the Business Manager for the Aquatic Habitat Conservation and Restoration (AHCR) Section.
Assists AHCR leadership in accomplishing objectives of the Section as well as agency objectives. These include but are not limited to administrative, budgetary, purchasing and personnel. Advise higher level management on problems and policies related to programmatic and operational issues.
Provides recommendations to the Section Leader and Subsection leaders for improvements and working with them to resolve problems.
Acts as AHCR HR Liaison contact for Human Resources, to include job advertisements, updating position descriptions, interviews and any other HR related matters.
Acts as timekeeper for section in approval of timesheets for Section staff.
Responsible for interpreting both statutory and agency rules, regulations and policies to accomplish these activities and ensure compliance. Requires in-depth knowledge of agency principles, policies and procedures. Periodically updates staff about new or revised policies and procedures related to purchasing, information technology, customer service and property.
Provides internal operating and Fixed Capital Outlay (FCO) budget oversight for AHCR section including but not limited to timely, accurate preparation of budget to include Section allotment, Aquatic Habitat Restoration/Enhancement Subsection workplan, expenditure corrections, FCO releases, and preparation of budget summary reports. Develops and amends contracts and administrative agreements between state, federal, and local governments and private sector companies. Ensures that Contracts, Purchase Orders and Change Order requests meet FWC administrative requirements and are processed within established time frames.
Serves as first line approver for the Section’s Purchase Order requests. Functions across FWC’s organizational structure by providing skills and expertise wherever needed through work on teams or as directed. Fosters increased spirit of teamwork between headquarters and Section field operations, and among other Sections.
Responsible for following the provisions and requirements in Section 215.422, Florida Statutes, related to the Department of Financial Services rules and FWC’s invoice processing and warrant distribution procedures. Work at FWC is cross-functional meaning duties may cross division/office lines. The Commission expects employees to function across FWC’s organizational structure by providing their skills and expertise wherever needed through work on teams or as directed.
Supervises, plans workloads, workflows, deadlines, work objectives and time utilization with employees to ensure the work needs are met. Directs the work of employees to ensure the best use of time and resources. Communicates on a regular basis with employees and supervision keeping them informed of changes that occur. Provides training to employees in methods for performing an effective and efficient job. Evaluates employees through establishing criteria and responsibilities and meeting regularly with employees to ensure the established criteria are met.
Performs other related work as required.
