Requirements:
Employment in this position is contingent upon a satisfactory criminal history check (fingerprint-based) in accordance with Chapter 435, Florida Statutes.
Working Hours: 8:00 a.m. – 5:00 p.m. Eastern Time, Monday through Friday.
Possession of Florida Certified Contract Manager (FCCM) certification or obtain certification within 6 months of hire
1-25% travel

The Office of Licensing and Permitting adhere to FWC’s hiring policy—offering either the minimum or up to 10% above the current salary in the case of a promotional opportunity
Required Experience:
- Seven years of experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work. One year experience creating, modifying, and reviewing documents using Adobe Acrobat Pro, Microsoft Word, and Excel.
- A bachelor's degree from a college or university and three years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work can substitute for four years of the required experience .
- A master's degree from a college or university and two years professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work can substitute for five years of the required experience.
Overview:
The Commission expects its employees to be courteous and respectful while assisting Commission customers and stakeholders, ensuring each encounter is as positive as possible. Employees should promptly resolve questions or problems relating to the Commission, its programs and/or fish and wildlife resources. When appropriate, employees will explain the reasons for agency actions or decisions while communicating a consistent FWC point-of-view.
Responsible for following the provisions and requirements in Section 215.422, Florida Statutes, related to the Department of Financial Services rules and FWC’s invoice processing and warrant distribution procedures.
Work at FWC is cross-functional meaning duties may cross division/office lines. The Commission expects employees to function across FWC’s organizational structure by providing their skills and expertise wherever needed through work on teams or as directed
Duties and Responsibilities:
Provides Contract and Agreement management and support
- Maintains Florida Certified Contract Manager (FCCM) Certification or obtains certification within the first 6 months of hire
- Maintains a list of all office contracts, memorandums of understanding, and agreements and updates list with changes including execution date(s), expiration dates, and ensures competitive solicitations are completed before expiration of current agreement(s)
- Coordinates with internal and external customers to negotiate, develop, and route contracts, memorandums of understanding, and agreements; initiates and tracks amendments, extensions, and renewals
- Ensures there is no lapse or expiration of contracts, memorandums of understanding, or agreements unless otherwise directed
- Develops and implements contract monitoring plans; monitors contracts and agreements formally and informally; communicates results and findings from monitoring internally and to the vendor •
- Creates and maintains organized and comprehensive contract, memorandums of understanding, and agreement files
- Monitors FACTS to ensure accuracy in compliance with Statute
- Reviews and processes invoices for accuracy and appropriateness; monitors, maintains, and reconciles contract budgets
- Remains abreast of changes in internal and external policies, Rules, and Statutes for contracts, memorandums of understanding, and agreements and communicates impacts to supervisor
Assists with financial operations of the Office of Licensing and Permitting (OLP).
- Ensures financial activities comply with all applicable Statutes, Rules, and Agency guidelines
- Assists with office procurement including p-card, MyFloridaMarketplace, and including competitive solicitations
- Assists with revenue tracking, allocation, and reconciling issues
- Assists with financial reporting as requested
- Fulfills supervisory duties
Performs specialized project work as assigned by supervisor.
- Coordinates project tasks and timelines to ensure projects and assignments are completed and submitted accurately and timely
- Assists with reporting including sales reporting and data analysis
- Organizes and tracks special projects or activities and updates supervisor on status, delays or concerns
- Performs special assignments, research, and report preparation as requested
- Participates in system testing as requested
Other duties as assigned.
Knowledge, Skills, and Abilities:
- Knowledge of the principles and techniques of effective communication, Microsoft Word, Excel, and Outlook.
- Knowledge of the methods of data collection and analysis.
- Knowledge of basic management principles and practices.
- Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of operational and management practices.
- Ability to organize data into logical format for presentation in reports, documents, and other written materials.
