The Work You Will Do:
This is a professional position providing support to the Farm Labor Unit within the Division of Regulation. The incumbent in this position has decision making authority and responsibilities with regards to the major operations affecting the performance of the Farm Labor Unit application and licensure processing. The position provides coordination and consulting services to improve the section's capabilities and operations. The position's main responsibilities involve performing operational planning of unit objectives and priorities, and to oversee in the formulation of effective policies and procedures pertaining to those areas. Work involves assignments which are broad as to objective and content, requires making decisions and obtaining solutions by operating within well-established policies, laws, rules and guidelines. The incumbent will coordinate and review the work of the application processing staff. Specific duties include, but are not limited to:
- Assist with the development of procedures, administrative rules, and policies for the administration in regard to the licensing and application processing unit within the statutory guidelines and Farm Labor Registration Laws. Develop training and education materials for Farm Labor program throughout the other regional offices. Analyze and coordinate a process that ensures efficient processing of licensure applications for Farm Labor Contractors and/or Organizations.Consults with staff to determine areas of concern and possible solutions to operational issues. Advises supervisor of recommendations for improvements.

Acts as coordinator and consultant with the Farm Labor staff in regard to application processing for licensure, change requests, and maintenance of licensure for Farm Labor contractors and organizations. Responsible for the coordination of a unified system of licensure processing and licensure updating.

Conducts special projects and assists direct supervisor with monitoring the development of the fiscal and statistical reports in regard to the administration of budgets for the program. Compiles and disseminates Unassigned Cash report, DAVE reports,and the Licensing Productivity report to direct supervisor monthly. Compiles and disseminates Farm Labor registration testing, enforcement, Labor Organizations, and Business Agents data report to the division's Deputy Director Report Liaison monthly.

Represents the Manager, when required, on matters dealing with technology related issues/problems. Ensures system enhancements to maximize DBPR licensing system capabilities.
- Schedules, conducts, and facilitates the Interagency Farmworker Focus Group (IFFG) meetings. This duty includes compiling written materials, program presentations, and along with the IFFG, the incumbent will review and file all case reports from the Department of Highway Safety and Motor Vehicles every quarter.
- Assists direct supervisor when required with investigating alleged violations of Florida Statutes and Board Rules involving professions regulated by the Department. Interviews complainants, appropriate witnesses, and subjects. Prepares comprehensive chronological reports as set forth in policy and procedures. Reports include the synopsis of findings, table of contents, comprehensive details of the investigation, and sequential arrangement of evidentiary exhibits. Collects corroborative evidence, prepares and serves subpoenas, administrative complaints, notices to ceast and desist, and issues citations or notices of non-compliance. Mediates issues when appropriate; reviews court documents, conducts audits and inspections. Reviews evidence provided through thorough investigations and determines appropriate sanctions against employers and Farm Labor Contractors. Engages in proactive enforcement through interaction with federal, state, county, and city government entities within the region, as well as professional associations affiliated with the varying professions regulated by the Department. Assists direct supervisor in seeking out and investigating unlicensed activity. Recommends administrative actions when appropriate; assists the Department's Office of General Counsel in the development of cases for hearings and testifies when called upon on behalf of the Division.
- Demonstrates good public relations with local authorities and professional organizations, through personal contact and public speaking. Provides information to consumers regarding licensure and possible violations of laws and rules meetings by licensees regulated by the Department. Provides referral information and attends professional association meetings whenever practical. Assists board offices and attends board meetings when directed.
- Performs other related duties as assigned/required.
Knowledge, Skills, and Abilities:
- Ability to establish and maintain effective working relationships with others.
- Ability to communicate effectively.
- Knowledge of Florida Statutes, board and department rules governing licensure and regulation, and consumer protection.
- Knowledge of the techniques for handling complaints and dealing with the public.
- Ability to understand and apply applicable rules, policies, and procedures regarding licensure and regulation of professionals, and consumer protection.
Minimum Requirements:.
- Four (4) or more years of investigative or regulatory-related experience.
- A valid Driver License is required.
Preferred Qualifications:
- Bachelor’s degree from an accredited college or university in environmental health, public health or a regulatory-related field; or
- Associate’s degree (in any field) & 2 years or more years of environmental health, public health, inspection or regulatory-related experience or
- High School Diploma or G.E.D.
- Minimum of 1 year experience processing Farm Labor applications.
- Preferred Bilingual (English and Spanish).
