Our Organization and Mission:
The Bureau of Education and Testing is housed within the Division of Professions. The Bureau protects the health, safety, and welfare of the public by providing services to numerous boards, divisions, and professions regulated by the Department. The Examination Development and Administration Units are responsible for developing, preparing, scheduling, scoring, and managing examination administrations. The units also monitor national examinations and examinations contracted with private testing companies to ensure that all examinations meet appropriate measurement standards. The Continuing Education Unit monitors compliance with continuing education requirements, including pre-licensure and post-licensure education. Additionally, the Continuing Education Unit processes applications for education courses and providers and administers continuing education audits.
The Work You Will Do:
This position is responsible for managing the financial operations of the Bureau of Education and Testing (BET) and serves as a contract manager for all contracts under BET’s budget
Your Specific Responsibilities:

- Assists the Bureau Chief and unit supervisors in negotiating and developing national vendor contracts for various examination creation and administration services required by BET under the direction of the division’s lead contract manager under the director’s office. Ensures compliance with contract approval and administration requirements. Directs the development of contract amendments, renewals, and extensions. Develops and/or directs the development of solicitations through the procurement process, such as Requests for Proposal (RFP), Requests for Quote (RFQ), and Invitations to Bid (ITB) for contractual services. Assist in the evaluation of RFP, RFQ, and ITB. Conduct Contract Monitoring Reports, verify and process invoices and prepare Contract Summary Forms, maintain tracking spreadsheets for all assigned contracts. Complete all other purchasing activities for BET, including purchase orders. Ensures BET compliance with statutory requirements for procurement of goods and services in coordination with the division’s lead contract manager under the director’s office.

- Serves as a liaison between BET and the Division of Certified Public Accounting (CPA Division) as it relates to providing support for escalations and inquiries regarding the CPA Division’s continuing professional education (CPE) Reporting Tool. Answers and responds to calls and emails to resolve escalations pertaining to the use of the CPE Reporting Tool. Reviews information in Versa Regulation, OnBase, and the CPA Reporting Tool to ensure compliance requirements are being met. Assists licensees on proper use of the CPE Reporting Tool and helps to troubleshoot and report any issues that have been identified regarding the CPE Reporting Tool. Assists BET with the CPA Division’s CPE Audit, as needed.
- Coordinates with the division’s Budget Liaison under the director’s office in the monitoring of and projections of department revenues and expenses and assists in monthly expenditure reports to ensure compliance with established fiscal parameters.
- Coordinates with the division’s Budget Liaison under the director’s office in developing and maintaining spreadsheets, applications, and accounting systems for tracking allotment balances, encumbrances, and actual and projected expenditures for Bureau operations to ensure budgetary control.
- Assists unit supervisors and BET’s Administrative Assistant II with securing BET consultants for all board and non-board professions, entering into purchase orders, and paying invoices in accordance with statutory requirements and department’s processes.
- Purchases all materials necessary for the administration of examinations developed and proctored by BET, such as scantron grade sheets, maps for harbor pilot chartwork portion of the examination, and purchases other examination materials needed upon the Bureau Chief’s approval. Post-examinations, confirms work hours completed by on-site proctors and coordinates the processing of invoices for payment and travel vouchers
- Develops and updates Interagency and Service Level Agreements, under the direction of the division’s lead contract manager in the director’s office, between BET and other units, as needed.

Minimum Requirements:
- Must have a high school diploma or equivalent education.
- Two years of professional experience in accounting, fiscal management, or business management areas.
- Two years of experience analyzing, compiling, reporting, and reviewing financial data.
Preferred:

- A bachelor’s degree from an accredited college or university with a major in accounting, finance, business management, or related field.
- Knowledge of the legislative budget process including applicable laws, statutes, rules, and regulations.
- Applicants with proficiency using MFMP, AOD, and FACTS.
- Applicants with experience in State Purchasing procedures and the procurement process.
- Florida Certified Contract Manager (FCCM).
