Government Operations Consultant II

This open competitive advertisement is for a Career Service position located in Tallahassee Florida in Facilities Management and Building Construction.

The mission of Facilities Management and Building Construction at the Florida Department of Corrections is to provide a safe, secure, and efficient environment for staff, inmates, and visitors. This is achieved through the effective management, maintenance, and construction of correctional facilities, ensuring they meet all regulatory standards and support the department's overall mission of public safety and rehabilitation.

This position is not a telework position and is required to report to the FDC office in the area it serves.

JOB DUTIES:

This position manages contracts, statistical data, and financial reporting for facilities expenditures, oversees statewide construction and maintenance databases, and bridges data analysis with operational execution for the Facilities Maintenance and Bureau of Construction. It also ensures compliance with the Americans with Disabilities Act (ADA) and related regulations by conducting accessibility surveys, addressing non-compliance, updating databases, investigating complaints, and ensuring facilities and programs are accessible to individuals with disabilities.

Data Management and Analysis: Collect, evaluate, and analyze data related to maintenance activities, construction projects, resource utilization, and performance metrics. Organize data into logical formats for reports, documents, and presentations to support decision-making and operational improvements.

• System Development and Implementation: Develop and implement tracking systems to provide real-time visibility into maintenance operations and construction projects. Utilize advanced Microsoft Office tools, including Excel (e.g., Pivot Tables and Graphs), to manage and analyze data effectively.

• Reporting and Insights: Generate regular reports, actionable insights, and administrative correspondence to support continuous improvement initiatives. Analyze and interpret financial, contract, and budgetary data to evaluate needs and recommend solutions.

• Collaboration and Compliance: Work closely with maintenance teams, project managers, and stakeholders to ensure alignment, efficient resource allocation, and compliance with F.S. 287, Florida Administrative Codes, and other applicable rules, regulations, and policies.

• Training and Problem-Solving: Provide training and support on analytics tools and tracking systems. Solve problems, conduct fact-finding research, and make informed decisions to improve operational and management practices while ensuring proper completion of work assignments

REQUIREMENTS:

  1. Education and Experience Six (6) or more years of professional experience in business management, accounting, analytics, communication or related field. A bachelor’s degree can substitute year-for-year for up to four (4) years of experience.
  2. Technical Expertise: At least ten (10) years of experience in Microsoft Excel, including advanced tasks such as pivot tables, advanced formulas, and macros.
  3. Specialized Skills: Experience in conducting data analysis (minimum of eight (8) years), researching, interpreting, and compiling data for reports, and creating and analyzing key performance indicators (KPIs) for at least three (3) years.

 

PREFFERED QUALIFICATIONS:

  • Experience in creating reports and charts that show real time information
  • Expertise in other data analysis tools and software besides Excel.
