State Revolving Fund Management Program
Division of Water Restoration Assistance (DWRA)
This position performs a variety of work related to reconciling expenditures, repayments and encumbrances in the State Revolving Fund program, works with the program's internal financial transactions and external bank transactions, updates the program's database and related tracking systems, reviews and prepares reports regarding budget and spending, and a range of other financial-related activities within the program. The incumbent will be required to work 40-hour work weeks, Monday through Friday, and be present for work between the core hours of 9AM – 3PM on site at your workstation.
Compliance with the processing requirements of Chapter 215.422, F.S. is mandatory. Persistent failure to comply with this section by any agency of the state shall constitute good cause for discharge of employees duly found responsible, or predominantly responsible, for failure to comply.
Prepares and compiles data for reconciling expenditures, repayments and encumbrances with FLAIR reports to the program database, working with Finance and Accounting regarding repayments, corrections, resolving discrepancies relating to expenditures, encumbrances and balances. Reconciling USBank transactions with database reports and transferring grant allocation assessments & service fees to the state.
Reviews and analyzes information for development of the annual budget; reviews budget release reports and prepares spending plans; and works with the division regarding budget related items. Responsible for monitoring the budget and financial accounts within the State Revolving Fund (SRF). Investigates, analyzes and makes recommendations to resolve issues and problems related to financial aspects of the SRF.
Provides technical assistance for assigned grant projects. Provides quality assurance review of agreements and amendments for grant and loan documents. Works with other programs in the Division to ensure standardization of grant practices and procedures.
Prepares year-end reports for Finance and Accounting. Prepares reports compiling financial assistance data and making projections using spreadsheet and database software; including interest rate calculations, prepares correspondence and memoranda; prepares documentation for official project files; assists in maintaining the program database. Completes other reports as needed.
Provides technical assistance for projects requiring section expertise, as assigned by supervisor, and performs other related duties.
Required Knowledge, Skills, and Abilities:
Knowledge of:

Skilled in professional use of Adobe and Microsoft Office Suite, primarily Outlook, Word, and Excel.
Minimum Qualifications:
- Valid driver’s license.
- At least 4 years of verifiable related experience. Post-secondary degrees may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.
Preferred Qualifications:
- Bachelor’s degree in business/finance management.
- Experience reconciling accounts.
- Knowledge of Databases
- Excellent communication and people skills.
- Excellent organization and time management skills.
