Position Overview and Responsibilities:
In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department’s Standards of Conduct, as well as all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position.
This is an advanced level government operations consultant position that will support the Florida Resilient Program. Will conduct organizational studies and evaluations on office procedures providing technical assistance and developing procedures to assist the Office of Resilience and Coastal Protection to operate more efficiently and effectively. Utilizing knowledge of the Statutes and Regulations governing the Resilient Florida Program this position will:
Assist in the development and implementation of statewide measures to assist communities in completing vulnerability assessments and implementing adaptation projects. Utilize and maintain knowledge, skills and abilities in resilience planning, engineering, and environmental science; utilize knowledge of the statutes, rules, and policies related to coastal construction and environmental resources, pursuant to Chapters 161, 373, 380, and 403, Florida Statutes. The position also coordinates with the other sections and program areas of the Department in pursuit of the overall mission to preserve, restore and protect the environment and natural resources of Florida.
Analyze financial information in disbursement/payment requests for the Florida Resilient Program grant agreements, including reviewing requests for mathematical accuracy, proper documentation of costs, compliance with program agreements and regulations. Maintain, track, and generate reports using the Salesforce Enterprise Grants Database to manage grant agreements and disbursements. Assist the grant and project managers for the Florida Resilient Program grant agreements for the Office of Resilience and Coastal Protection. Coordinate directly with other DEP staff, state and federal agencies, and local authorities to facilitate grant management, disbursements, and Program compliance.
Maintain Program databases for project applications, grant agreements, disbursements, and assists with generating reports for Program management and compliance. Assist with the development and management of the Program grants database, templates, reports, and processes. Compiles and analyzes data, as needed.
This position requires effective communication and coordination with staff, grant applicants, regional planners, local, state, and federal governmental agencies, and other departmental entities in pursuit of the overall mission to improve resilience to climate change and sea level rise for the state’s regionally significant assets.

Required Knowledge, Skills, and Abilities:

- Ability to review and monitor policies and procedures for compliance with applicable requirements.
- Ability to evaluate and analyze data relating to grant management activities.
- Ability to compile and review financial data for accuracy, completeness, and compliance.
- Ability to understand and apply applicable rules, regulations, policies, and procedures relating to grants management activities.
- Ability to develop and organize data into logical format for presentation in reports, proposals, and other written documents.
- Ability to correctly determine work priorities and ensure timely completion of work, projects, and assignments with minimal errors.

Minimum Qualifications:
- Florida Certified Contract Manager Certification or ability to obtain within 1 year of hire.
- At least seven years of verifiable related experience. Post-secondary education from an accredited college or university may be used as an alternative for the seven years of verifiable related experience on a year-for-year basis.
- A valid driver’s license.
