Your Specific Responsibilities:

The Government Operations Consultant III, serves as the Program and Policy Coordinator responsible for assisting the Office of Long-Term Resiliency’s (OLTR) Supervisor (Policy Manager) with the development of policies and procedures for the OLTR in direct support of the Rebuild Florida programs. This position provides support and recommendations to staff and OLTR leadership in the oversight of grant appropriations from the U.S. Department of Housing and Urban Development (HUD) to the state, to include the coordination and development of Action Plans, Action Plan Amendments, oversight of overall grant deliverables, developing and submitting waiver requests and alternative requirements to HUD for all programs. The incumbent is also responsible for supporting a working relationship with HUD program staff to ensure timely and accurate communication between agencies and that technical assistance and guidance is incorporated into program policies and procedures.

 

The incumbent is expected to use independent judgment in coordination with other staff and OLTR leadership in identifying and establishing program policies and procedures for Rebuild Florida.

The Program and Policy Coordinator is responsible for the following duties:

  • Assist Office of Long-Term Resiliency in interpretation and understanding of specialized program directives, best practices, applicable regulations, and legislation.
    Assist the Unit Supervisor (Policy Manager) with tracking issues of interest to the Office of Long-Term Resiliency at the State and Federal Level. This includes but not limited to, monitoring Federal Register for any notices affecting OLTR's programs and following development, discussion, passage and implementation of legislation. 
  • Coordinates with key partners and federal agencies for special disaster recovery needs and in specific technical expertise.
  • Responsible for assisting in the development and implementation of OLTR policies and procedures.
  • This unit works closely with other OLTR units to ensure compliance with state and federal requirements placed on grants administered by OLTR.
  • Provides highly responsible and complex technical support in specialized recovery effort to OLTR Leadership, management or designee.
  • Researching policy interpretations utilizing multiple sources of regulation (state and federal) and drafting waiver requests as needed.
  • Assisting in the negotiation and drafting of partnership agreements or amendments relating to the Rebuild Florida Program.
  • Performing other duties as assigned.

 

Required Knowledge, Skills, and Abilities:

  • Ability to interpret statutes, administrative rules and federal regulations and explain these requirements.
  • Ability to understand and apply rules, policies and procedures relating to the U.S. Department of Housing and Urban Development’s Community Development Block Grant-Disaster Recovery (CDBG-DR) Program. 
  • Ability to plan, organize and coordinate work assignments.
  • Ability to communicate effectively verbally and in writing.
  • Ability to effectively communicate technical issues to a diverse population.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to conduct research and provide reports and analyses as required.
  • Knowledge of Florida laws, the legislative and political processes and protocol.
  • Knowledge of Codes of Federal Regulation, U.S. Code, and Federal Registers.

Proficiency with Microsoft Word, Excel, Outlook, PowerPoint, and the Internet.

Qualifications:

As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records. 

 

Pay:  $50,584.67 - $55,000.00 Depending on Experience
