GOVERNMENT OPERATIONS CONSULTANT III
This position serves as a Housing Contract Specialist team lead position performing complex assignments under limited supervision of the Government Operations Consultant III-SES, within the Division of Community Development, Disaster Recovery, Business Operations, Office of Long-Term Resiliency (OLTR) Rebuild Florida Housing Repair and Replacement Program. As Team Lead, this position assists in directing the work of employees within the Business Operations unit as needed. Assign and plans workloads and workflows to ensure deadlines and work objectives are met. Motivates employees to improve the quality and timeliness of services delivered.
Your Specific Responsibilities:
Perform quality assurance/quality control reviews for the CDBG-DR program within Rebuild Florida Program on housing activities.
Performs regular internal reviews of the CDBG-DR program, procedures, policies and documents to identify revisions needed for compliance with federal and state requirements.
Verify invoices to ensure:
- The required supporting documentation are attached and meets program guidelines.
- Charges on invoices are accurate and follows the terms specified in the contract.
- Statutory requirements and comptroller rules and regulations are adhered to.
- Accurate accounting information is used.
- Assemble payment packages and ensure all required documentation is submitted to Finance for processing.
- Ensure compliance with Federal regulations and for projects funded by Community Development Block-Grant-Disaster Recovery (CDBR-DR) Funds.
- Process and submit invoices to Finance.
- Prepare reports for data on housing activities and financial draws from SERA system. Runs reports from FACTS system.
- Tracking vendor payments on behalf of the Rebuild Florida housing program. Payments for contractors performing construction on Rebuild Florida Homes.
Construction Task Assignments:
- Review task assignment for accuracy.
- Process task assignment notification forms.
- Provide FACTS spreadsheet with forms to Finance.
- Construction Change Orders:
Review for accuracy.
- Process task assignment notification forms.
- Provide FACTS spreadsheet with forms to Finance.
Contracts:
- Assist in contract amendment development and routing
- Assist in contract monitoring
Perform other duties as assigned
Required Knowledge, skills and abilities:
- Knowledge of accounting principles, practices, and procedures.
- Skilled in performing work requiring a high level of attention to detail.
- Ability to utilize Microsoft Office programs.
- Ability to prepare, organize and maintain a variety of accounting records.
- Ability to understand and apply applicable rules, regulations, policies, and procedures relating to an accounting program.

The Work You Will Do:
The Government Operations Consultant III, is located in FloridaCommerce, Office of Long-Term Resiliency. This Housing Team includes Housing Operations, specifically in establishing eligibility, managing construction, Quality Assurance/Quality Control (QA/QC), Contract Management, Appeals, Temporary Housing Assistance Benefit Management, Closeout and other related duties.
