The Work You Will Do:
This position works as a Construction Specialist within the Division of Community Development, Office of Long-Term Resiliency (OLTR) Rebuild Florida

Pay: $50,584.67 - $52,000.00
Your Specific Responsibilities:
- Serves as Construction Project Management/Liaison
- Conducts quality assurance and control inspections for CDBG-DR closeout.
- Provides support, processes improvements and training recommendations for the Bureau Operations team.
- Coordinates preparation of final consequences, findings, and facts; facilitates panel meetings; prepares reports; provides training and technical assistance to staff members.
- Plans, facilitates, and assists in the negotiation of construction task changes; procurement; coordinates the development of cost and price analysis; completes the checklists; facilitates findings of fact and resolves agreement disputes. Updates tracking systems and maintains agreement logs in accordance with department policy and procedures to ensure compliance with applicable statutory requirements.
- Supports management of the state construction vendor prequalified list of authorized vendors.
- Supports oversight of the award process of construction projects to vendors.
- Supports efforts to negotiate with vendor services on adjustments to contract.
- Supports management of the construction change control process.
- Supports management of the payment processing for all vendor payments.
- Performs other duties as assigned
Required Knowledge, Skills, and Abilities:
- Knowledge of HUD CDBG-DR law and rules.
- Knowledge/experience in construction processes
- Knowledge of basic construction process and principles.
- Ability to demonstrate effective verbal and written communication.
- Ability to evaluate procedural issues; review and prepare decisions.
- Ability to thrive in a fast-paced work environment, while working independently as a team member.
- Ability to compile data from a variety of sources and present it in a logical manner.
- Working knowledge of computer software including, word processing, spreadsheets and email systems.
- Ability to work independently and as a member of a team.
Qualifications:
As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.
