THIS IS NOT A TELEWORK POSITION. CANDIDATE WILL BE REQUIRED TO WORK IN THE TALLAHASSEE OFFICE.

Regular business hours of operation are 8:00 AM to 5:00 PM EST, Monday - Friday.

 

Your Specific Responsibilities:

This position serves as a Grant Manager within the Division of Community Development, Office of Long-Term Resiliency (OLTR), Business Economic Recovery Unit.

 Grant Manager for subrecipient agreements awarded under the CDBG-DR and CDBG-MIT subrecipient programs.

  • Act as subject matter expert providing guidance across programs for various processes and deliverables including scope of work creation, QPR reporting, and ensuring compliance with all federal guidelines during life of subrecipient process.
  • Provides technical assistance to subrecipients on an as needed basis
  • Facilities bi-weekly project status meetings with subrecipients and their project team.
  • Conducts contact reviews on activities and expenditures of assigned projects to ensure compliance with state guidelines and contract requirements. 
  • Conducts onsite visits to view project milestones and offer technical assistance to subrecipient project teams.
  • Works to standardize processes by creating various document templates.
  • Serves as member of review process for subrecipient reimbursements to ensure accuracy and compliance.
  • Producing high volume and high-quality work within compressed timeframes.
  • Identifying program risks and resolving program issues.
  • Providing support for bureau initiatives as needed in partnership with Leadership.
  • Researching and analyzing documents and policies to inform program decision making.
  • Draft program level reports, documents, and presentations for Leadership within Microsoft Office Programs.
  • Monitor application and implementation of appropriate rules, regulations, policies, procedures, and guidelines to ensure compliance with financial and administrative requirements.
  • Responsible for coordinating and managing activities with internal and external partners and stakeholders.
  • Provide status reports to leadership on a weekly basis.
  • Providing administrative support as needed.
  • Analyze and track fiscal records
  • Update project milestones in the Bureau’s tracking system.
  • Other duties as required.

 

Required Knowledge, Skills, and Abilities:

  • Knowledge in developing, administering, and monitoring federal grants and contracts.
  • Knowledge and experience in administering Community Development Block Grant (CDBG).
  • Proficient with Word, Excel, and ability to operate computer software with a high level of efficiency.
  • Ability to coordinate and manage housing program activities with other partners.
  • Ability to communicate both verbally and in writing.
  • Ability to demonstrate adaptability and flexibility and handle multiple tasks.
  • Ability to work independently and exercise sound judgment while representing the program’s best interest.
  • Ability to meet deadlines without sacrificing accuracy, customer service, or ethics.
  • Ability to conduct research and provide reports and analyses as required.
  • Ability to interpret federal and state regulations. 
  • Ability to travel as needed.
  • Ability to work during agency operating hours which are observed as Monday to Friday 8:00AM – 5:00PM

 

Qualifications:

As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.

The Work You Will Do:

This division specifically manages Disaster Recovery and Infrastructure/Mitigation funds in areas of the State affected by Hurricanes Hermine/Matthew, Irma, Michael, Sally and Ian.  This position is responsible for the management of federal grant funding from the U.S. Department of Housing and Urban Development (HUD) for the use and implementation of various subrecipient programs.
