Your Specific Responsibilities:
- Serves as a grant manager for agreements awarded under CDBG-DR and CDBG-MIT programs
- Reviews all sub-grant applications submitted by the local government within the employee’s assigned area of responsibility and prepares contract award documents.
- Conducting eligibility analyses, to ensure applicants meet all eligibility criteria provided by program policies and procedures, laws, regulations, and agency guidelines.
- Conducting cost/price analyses to determine all costs are reasonable and allowable.
- Monitoring activities and expenditures of assigned contracts to ensure compliance with program guidelines, regulations, and contract requirements.
- Producing high volume and high-quality work within compressed timeframes.
- Researching and analyzing documents and policies to inform program decision making.
- Monitor application and implementation of appropriate rules, regulations, policies, procedures, and guidelines to ensure compliance with financial and administrative requirements.
- Ability to coordinate and manage activities with internal and external partners and stakeholders.
- The employee monitors the progress of all assigned sub-grants through phone calls teams meetings, and email to representatives of the sub-grant recipients and through on-site visits to the communities.
- Providing technical assistance to subrecipients as needed.
- Performs other duties as required.
Required Knowledge, Skills, and Abilities:
- Knowledge in developing, administering, and monitoring federal grants and contracts.
- Knowledge and experience in administering Community Development Block Grant- Disaster Recovery (CDBG-DR) and Community Development Block Grant – Mitigation (CDBG-MIT) preferred.
- Proficient with Word, Excel, and ability to operate computer software with a high level of efficiency.
- Ability to coordinate and manage housing program activities with other partners.
- Ability to demonstrate adaptability and flexibility and handle multiple tasks.
- Ability to work independently and exercise sound judgment while representing the programs’ best interest.
- Ability to meet deadlines without sacrificing accuracy, customer service, or ethics.
- Ability to conduct research and provide reports and analyses as required.
- Ability to interpret statutes, administrative rules, and federal regulations.
- Ability to work during agency operating hours which are observed as Monday to Friday 8:00AM – 5:00PM

The Work You Will Do: This position works as a Grant Manager within the Division of Community Development, Office of Long-Term Resiliency (OLTR) Bureau of Business and Economic Recovery. The incumbent is expected to use independent judgment, critical thinking, and problem-solving skills in the position. In coordination with other OLTR staff, this position is expected to undertake tasks in all work areas ranging from eligibility reviews, award determinations, project oversight, contractor invoicing, and closeout activities.
