Your Specific Responsibilities:

This is a highly responsible position within the Community Projects and Grants Administration team of General Services providing grant management activities and consultation and direction to business/program area contract and grant managers regarding the establishment, execution, tracking, amendment, and overall administration of department contract and grant agreements

The incumbent is expected to exercise independent judgment in identification and development of contract and grant management resources, tools, and process improvements. The individual in this position must be self-motivated, with an ability to work independently, be an effective communicator and facilitator and have the ability to work well with others.

This position is an advocate for department activities; serves as a participant for team assignments, process improvements, and special projects; fosters teamwork; and participates in the identification of program and process improvements. Specific duties and responsibilities include:

Agreement Management

Carry out the duties, roles, and responsibilities of a Commerce agreement manager as outlined in Florida Statutes (Chapters 119, 120, 215, 216, and 287), rules (F.A.C. Chapters 60A, 69I), and established policies and guidelines (Commerce Purchasing and Contracting Guidelines, D.F.S. Reference Guide for State Expenditures, and D.M.S. Guide to Public Procurement), as applicable. Enforce performance on agreement terms and conditions, liaise with the agreement entity, and develop scopes of work, agreement, and amendment documents. Execute, administer, and monitor approved tasks, deliverables, services, performance measures, and financial consequences as applicable to each agreement. Ensure project tasks and deliverables, including progress and financial reports, are accurate and completed on time. Process reimbursement requests from recipients promptly, provide technical assistance on reimbursement procedures and financial reports, and maintain up-to-date financial information for each agreement. Timely maintain statutorily and department-mandated training and certification requirements.

Contract and Grant Administration

Perform agreement document reviews and facilitation and tracking of agreement documents through the department review and approval process in an accurate and timely manner. Triage agreement issues, track and report information, and facilitate problem resolution related to department agreements. Maintain the administration files on SharePoint and provide technical and administrative assistance to department contract and grant managers. Plan, facilitate, and assist in the negotiation of agreement changes, amendments, and re-procurements, coordinate the development of cost and price analysis’, conduct agreement and file post-audits and closeout, complete the agreement checklists, facilitate findings of fact and resolve agreement disputes. Update tracking systems and maintain agreement logs in accordance with department policy and procedures and to ensure compliance with applicable statutory requirements.

Training and Technical Assistance

Assist in the development and delivery of education and communication for department contract and grant managers and their supervisors regarding their duties, roles and responsibilities of an agreement manager as outlined in Florida Statutes (Chapters 119, 120, 215, 216 and 287), rules (F.A.C. Chapters 60A, 69I), and established policies and guidelines, as applicable. This includes assisting in the creation and maintenance of materials to educate contract and grant managers on (1) scope of work development, (2) enforcing performance on agreement terms and conditions, (3) interacting with the agreement entity, and (4) ensuring agreement execution, administration and monitoring of approved tasks, deliverables, services, performance measures and financial consequences, are handled in accordance with the requirements of each agreement.

Assist the Contracts and Grants Manager in the development of contract and grant administration goals and objectives, identifying resources, interpreting statutes and rules, and providing technical and administrative assistance.  Participate, as needed, in the development and revision of contract and grant related policies and procedures.

Assist the department purchasing staff, as needed, with the development of formal solicitations, posting of notices and agency decisions, pre-bid conferences, evaluation training, and the administrative work associated with these tasks.  Prepare routine and special reports. Attend related meetings hosted by the Department of Management Services and Department of Financial Services, as needed.

Perform other duties as required.

Required Knowledge, Skills, and Abilities:

 

Knowledge of Florida Statutes, Chapters 119, 287, 219 (and any other applicable to contracts and grants), Florida Administrative Code and policies and procedures related to contracts and grants. Knowledge and skills in Microsoft Office (i.e., Word, Excel, PowerPoint). Ability to plan, organize, and coordinate work activities. Ability to communicate verbally and in writing. Ability to use problem solving techniques, maintain records, and establish and maintain effective working relationships.

Preferred:

  • Minimum of three years of experience in scope development and/or grant management.
  • Florida Certified Contract Manager Certification.

 

Pay:  $52,000 - $63,000
