Your Specific Responsibilities:
The incumbent works as an Invoice and Contracts Coordinator within the Division of Community Development, Office of Long-Term Resiliency (OLTR), Business Economic Recovery Unit. This position assists with the analyzing, tracking and managing of agreements, amendments and reimbursements.
Duties include:
- Act as subject matter expert for the invoice process for subrecipient reimbursement request to ensure compliance with all state and federal guidelines and contractual requirements.
- Provides technical assistance to subrecipients to ensure quality development of payment packages.
- Provides guidance to grant managers on the invoice process and requirements.
- Provide review of subrecipient reimbursements to ensure accuracy and compliance with contractual requirements and the Department’s invoice process and templates.
- Assist the programs in the development and routing of new agreements and amendments to conform with the Department’s policies and process.
- Acts as the liaison between the Bureau and Commerce Contracts and Grants Unit on all agreements and amendments.
- Serves as a Grant Manager for subrecipient agreements awarded under the CDBG-DR and CDBG-MIT subrecipient programs.
- Process SERA and FACTS request for new agreements and amendments and ensure both systems reflect current information.
- Completes SERA access forms for Subrecipient’s and new employees.
- Point of contact for SERA login issues and technical issues.
- Producing high volume and high-quality work within compressed timeframes.
- Providing administrative support as needed.
- Analyze and track fiscal records
- Performs other duties as required.
Required Knowledge, Skills, and Abilities:
- Knowledge in developing, administering, and monitoring federal grants and contracts.
- Ability to manage financial program activities.
- Ability to conduct quality reviews of subgrant agreements and reimbursement payments.
- Ability to manage multiple assignments and prioritize completion in an effective manner.
- Proficient with Word, Excel, and ability to operate computer software with a high level of efficiency.
- Ability to communicate both verbally and in writing.
- Ability to demonstrate adaptability and flexibility and handle multiple tasks.
- Ability to work independently and exercise sound judgment while representing the program’s best interest.
- Ability to meet deadlines without sacrificing accuracy, customer service, or ethics.
- Ability to conduct research and provide reports and analyses as required.
- Ability to interpret federal and state regulations.
- Ability to travel as needed.
Qualifications:
As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.
Preferred
Knowledge and experience in administering Community Development Block Grant (CDBG) preferred but not required.
Pay: $50,584.67 - $55,000.00 Annually
