SPECIAL NOTES:

A bachelor’s degree or higher from an accredited college or university is preferred.

Additional requirements:

  • At least two years’ professional procurement experience that includes managing the activities of developing, reviewing, approving and processing formal and informal procurement of goods and services at the state or local government level.
  • At least two years contract administration or contract management experience at the state or local government level.
  • At least two years’ experience in preparing, issuing, and/or managing competitive solicitations such as Invitation to Negotiate, Request for Proposal, and Invitation to Bid at the state or local government level.
  • At least two years’ experience with the principles and practices relating to state purchasing and ability to interpret applicable rules and regulations relating to purchasing.
  • At least one year of experience using MyFloridaMarketPlace (MFMP).
  • At least one year of experience using the Florida Accountability Contract Tracking System (FACTS).

Preference will be provided those with:

  • Proficiency in Microsoft Excel and Word or comparable computer applications.
  • Florida Certified Contract Manager (FCCM) or Florida Certified Contract Negotiator (FCCN)

This position requires a security background check, including fingerprint as a condition of employment.

Employees of the Department of Financial Services are paid on a monthly pay cycle.

BRIEF DESCRIPTION OF DUTIES:
This is a highly responsible position with the Office of Purchasing and Contractual Services team of Administration providing consultation and direction to the Divisions contract and grant managers regarding procurement and contract management activities.

The incumbent is expected to exercise independent judgment in providing administrative oversight for the procurement of services and commodities, the primary responsibilities of the incumbent in this position are facilitation of sound procurement practices in accordance with Florida Statues and Florida Administrative Codes, assist with managing the activities of developing, reviewing, approving and processing formal and informal procurements of goods and services for the Department of Financial Services (DFS), to ensure continuing operations, and increase productivity.   This is work managing, consulting, advising, implementing, administering and interpreting centralized purchasing policies and procedures that includes researching and compiling information necessary for developing standards and bid specifications. The individual in this position must be self-motivated, with an ability to work independently, is an effective communicator and facilitator, and has the ability to work well with others.

This position will be an advocate for DFS activities; serve as a participant for team assignments process improvement or special projects; foster teamwork and participate in the identification of program and process improvements. 

Specific duties and responsibilities include:

  • Facilitates the administration and development of bid specifications, terms and conditions for both formal and informal solicitations (i.e., Request for Proposals, Invitation to Bid, Request for Quotes, Single Sources and Exceptional Purchases, etc.), processes bids, facilitates awards, utilizes state term contract and alternate contract source usage, provides independent guidance, consultation, document review and quality assurance to contract mangers and requesters.
  • Conducts research and analysis, formulates policy and procedures related to MyFloridaMarketPlace (MFMP) and purchasing procedures in accordance with state rules, regulations and laws. 
  • Provide independent guidance, consultation, document review and quality assurance to contract managers and requesters through the preliminary procurement reviews, facilitate the establishment and tracking of solicitations through the department review and approval process, which includes the coordination of the solicitation document review and approval from other DFS offices (Office of Information Technology, Office of the General Counsel, Budget, program Divisions, Office of Financial Regulation, Office of Insurance Regulation, and Chief of Staff).
  • Triage procurement issues, track and report information, and facilitate problem resolution related to department procurements.   The incumbent’s work affects the business operations of the department by supporting internal customers in carrying out required administrative activities.
  • Responsible for determining, reviewing, and approving the costs of commodities and services, representing the Department at public events, compiling, coding, categorizing, calculating, tabulating, auditing, verifying and processing bids, expenditures, and frequency data. 
  • Ensure timely approvals of MFMP purchase orders, working closely with the key stakeholders.   This work requires working with the general business operations of internal customers within the department.  The incumbent’s work affects the business operations of the department by supporting internal customers in carrying out required administrative activities.
  • Facilitate the administration of department agreements including contract and grant agreements, interagency agreements, data sharing agreements, memorandum of understanding, and agreements required as part of a General Appropriations Act (GAA) Directive.  Ensure timely execution of agreements, working closely with the key stakeholders.  Provide independent guidance, consultation, document review and quality assurance to contract mangers through the preliminary agreement reviews, facilitation the establishment and tracking of agreements through the department review and approval process, which includes the coordination of the agreement review and approval from other DFS offices (Office of Information Technology, Office of the General Counsel, Budget, program Divisions, Office of Financial Regulations, Office of Insurance Regulation, and Chief of Staff).  Triage agreement issues, track and report information, and facilitate problem resolution related to department agreements.  The incumbent is responsible for updating the Florida Accountability Contract Tracking System (FACTS).  Provide consultation and direction to department requesters, contract managers and their supervisors regarding their duties, roles and responsibilities of a contract manager as outlined in Florida Statutes (Chapters 119, 120, 215, 216, 255, 283, 286 and 287), rules (F.A.C. Chapters 60A, 69I). 
  • Serves as the MFMP Systems Administrator backup.   Maintains documentation of the approval of each user’s profile and resets user’s passwords, as needed.
