The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.

THIS IS NOT A TELEWORK POSITION.  CANDIDATE WILL BE REQUIRED TO WORK IN THE TALLAHASSEE OFFICE.

 

This is a highly responsible and professional position that will serve as Government Operations Consultant III (Overdose Prevention Specialist) within the SAMH Program Office. This position will collaborate with each section within the program office and be required to use independent judgement, take initiative in carrying out duties and responsibilities and should be extraordinarily detail oriented. 

 

Specific Duties and Responsibilities include:

  • Conducting overdose prevention/naloxone and harm reduction trainings for a variety of stakeholders, including substance use and mental health treatment centers, methadone clinics, emergency responders, hospital emergency departments, homeless shelters, recovery community organizations, recovery residences, syringe service programs, and other community-based organizations that work with people who use drugs. Conducting outreach to enroll new providers in the Department’s Overdose Prevention Program to increase naloxone distribution and access to naloxone among people who use drugs and their friends/family that may witness an opioid overdose.
  • Providing technical assistance to providers enrolled in the Department’s Overdose Prevention Program.  Drafting and compiling monthly reports on naloxone distribution and training activities.
  • Collecting, analyzing, and compiling monthly naloxone distribution and overdose reversal data from enrolled providers.  Approving, tracking, and submitting naloxone orders to Florida State Hospital. Coordinating with Florida State Hospital on naloxone shipments to providers and naloxone purchase orders.
  • Drafting and compiling monthly reports on naloxone distribution and training activities. Tracking and analyzing harm reduction legislation and conducting bill analyses as needed.
  • Collaborating with stakeholders on the implementation and maintenance of the Department’s ISAVEFL website and statewide Opioid Overdose Prevention Awareness Campaign.
  • Other duties as assigned.

Minimum Qualifications:

  • A bachelor's degree from a college or university in Public Health or related field and four years’ experience of providing harm reduction or behavioral health services Four years’ experience of providing harm reduction or behavioral health services.
  • A master's degree from a college or university can substitute for one year of the required experience.
  • Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.

 

Preference will be given to applicants who have:

  • Current employees of the Department of Children and Families.
  • Experience providing harm reduction services.
  • Experience with conducting trainings and presentations to a variety of stakeholders.
  • Experience providing technical assistance to organizations/providers.
  • Experience collecting and analyzing data from providers.
  • Experience drafting and compiling reports.
  • Experience managing a program.
