Education and/or Years of Experience:

Experience preferred but not required: Bachelor’s degree in Finance, Accounting, Business, or Administration.  If no bachelor’s degree: High School diploma or GED equivalent and at least 4 years’ experience in accounting, finance, business, and/or data analysis; or an associate degree with a focus in accounting and/or business and at least 2 years’ experience in similar fields.

 

 About Us:

The Office of Revenue Management is under the Assistant Secretary for Administration located at the Department of Children and Families (DCF) Headquarters in Tallahassee, Florida. This Office is comprised of four units responsible for federal cost allocation and reporting, cash management, and revenue forecasting.

 

The Cash Management and Receipts Unit is responsible for daily cash management and federal draws, investing and divesting accounts, revenue monitoring and cash receipts.    

 

What you will do:

This is a professional position performing highly responsible technical and operational analysis functions.  The incumbent in this position will be expected to function independently and with minimal supervision to perform complex tasks.  The position provides assistance to Management, Program Office Staff and Regional Staff to ensure compliance with statutes, rules, and Department policies. 

 

Specifically, the incumbent will be responsible for the following:

  • Gather, plan, and conduct monthly, quarterly, and yearly analysis including but not limited to the Annual Report of Claims for Collections, Revenue CAP Annual Report, GAL transfer, collection efforts, Service Charge to General Revenue, etc.
  • Perform work assignments involving the preparation of weekly transactions for cash draws through the federal draw systems and state accounting and information system entries to cover the Departments cash flow needs. Consult with management of other areas within the department on financial data to prepare federal draws on grant funding.
  • Perform work assignments involving the Cash Management Improvement Act (CMIA) including but not limited to the review of the agreement between the State of Florida and the Secretary of the Treasury, United States Department of the Treasury; preparation and analyzes of the Department of Children and Families clearance patterns.
  • Review, analyze and research involving the daily liquidation and investment transactions through the Department of Financial Services Treasury Special Purpose Investment Accounts (SPIA). Quarterly processing of expungements and interest wire. Consults with other state agencies and other managerial staff.
  • Complete work assignments involving the Departments Treasury Investment Pool.  Assignments include but are not limited to preparing the purchase and liquidation of investments and the monthly investment and interest calculations for the client investment accounts.

 

Required Knowledge, Skills, and Abilities:

  • Skilled in Microsoft Office Suite, specifically proficient in Excel and Word
  • Knowledge of methods of data collection and analysis;
  • Knowledge of basic management principles and practices;
  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of management practices;
  • Ability to organize data into logical format for presentation in reports, documents, and other written materials;
  • Ability to conduct fact-finding research;
  • Ability to utilize problem-solving techniques;
  • Ability to work independently;
  • Ability to plan, organize and coordinate work assignments;
  • Ability to communicate effectively; and
  • Ability to establish and maintain effective working relationships with others.
