The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.

THIS IS NOT A TELEWORK POSITION. CANDIDATE WILL BE REQUIRED TO WORK IN THE TALLAHASSEE OFFICE.

 

This is a highly responsible and professional position that will serve as an Integration Specialist. This position will collaborate with each section within the program office and be required to use independent judgement, take initiative in carrying out duties and responsibilities and should be extraordinarily detail oriented. 

 

Specific Duties and Responsibilities include:

  • Serving as the Statewide Coordinator for Behavioral Health Consultants as they support child welfare professionals using their clinical expertise, collaborate with child protective investigators and dependency case managers to build knowledge within front line staff for identifying substance use disorders, improving engagement with families, and improving access to treatment.
  • Creating and updating all guidance documents and resource guides related to integration and Behavioral Health Consultants.
  • Collecting data for Behavioral Health Consultants and monitoring activities/data to ensure compliance with the contract and guidance documents.
  • Providing related technical assistance to Regional and HQ SAMH staff, Managing Entities, as well as relevant stakeholders, professional organizations, and other state agencies as it relates to Behavioral Health Consultants and other activities or initiatives related to integration.
  • Review and approve related contract deliverables.
  • Working collaboratively with staff from multiple programs and component areas such as the Office of Child and Family Wellbeing, Research, Epidemiologists, Prevention and State Opioid Response grant staff, as well as staff involved in other special projects.
  • Conducting outreach and providing technical assistance in the assigned areas.
  • Identifying and resolving challenges related to programs in the assigned areas.
  • Compile data and draft reports to be submitted to leadership.
  • Hold regularly scheduled calls for organizations implementing programs in the assigned areas.

 

Knowledge, Skills and Abilities required for the position:

  • Knowledge of child welfare system.
  • Knowledge of treatment and recovery support services for behavioral health disorders.
  • Knowledge of the methods of data collection and analysis.
  • Knowledge of basic management principles and practices.
  • Ability to determine work priorities and ensure proper completion of work assignments.
  • Ability to communicate effectively.
  • Ability to plan, organize and faciliate meetings.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to management analysis activities.
  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of management practices.
  • Ability to organize data into logical format for presentation in reports, documents and other written materials.
  • Ability to conduct fact-finding research.
  • Ability to solve problems and make decisions.
  • Ability to work independently.

 

Minimum Qualifications:

  • Four years’ experience working in behavioral health, health care, program planning, program research or program evaluation.
  • Bachelor’s degree in Public Health or a related field is preferred.
  • A master's degree from a college or university can substitute for one year of the required experience.
  • Professional experience related to behavioral health, health care, program planning, program research or program evaluation can substitute on a year-for-year basis for the preferred college education.

 

Preference will be given to applicants who have:

  • Experience with treatment and recovery support services for individuals with opioid use disorder/misuse or stimulant use disorder/misuse.
  • Two years’ experience in implementing and managing complex projects.
