This position serves as a Contract Auditor and reports to the Contract Administrator in the Division of Children’s Medical Services. Successful candidate will be required to report to the Florida Department of Health, Division of Children’s Medical Services central office in Tallahassee, FL.
Position Overview
This position is responsible for conducting reviews of contract expenditures and financial reports for state of Florida contracts. The position performs reconciliations of revenue to expenditures for contracts. This position provides technical assistance to contract managers in reconciling and understanding financial records. This position requires knowledge in contract management, including a working knowledge of the financial management of contracts; payment processes and invoicing; budget processes for contracts; preparation of financial reconciliations; contract closeouts; and reporting. This position requires a person with excellent Microsoft Excel skills and is attentive to details and highly organized. The person in this position must possess strong mathematical and written communication skills and have the ability to meet deadlines.
Specific Responsibilities
- Analyzes financial information and prepares financial reconciliations of contracts using quarterly and annual financial reports and general ledger documents.
- Works with the Division's contract managers to complete testing of expenditures, including sampling line-item expenditures for salaries, travel, and non-salary expenses from the contract provider’s formal accounting records.
- Ensures that contracts remain compliant with Department contractual policies and procedures.
- Tracks quarterly and year-end reconciliations across the Division’s contracts to confirm completion and prompt return of funding to the Department.
- Gathers requested documentation and prepares documents in response to audit inquiries.
- Works closely with other auditor staff to communicate audit findings and ensure contracts remain compliant with statutes, rules and policies.
- Serves as a DOH trained contract manager, as assigned, responsible for ensuring contract providers perform the contract activities.
- Performs contract management functions including processing of amendments, renewals, and extensions; maintaining contract files; financial management of contracts; payment processes and invoices; performs budget related activities for assigned contracts including budget review and approval; preparation of financial reconciliations; conducts programmatic and administrative monitoring; completes contract closeouts; and reports contract progress.

- Ability to analyze complex data, prepare analysis and reports, and apply relevant state of Florida statutes, rules and policies to daily work.
Preferred Qualifications:
Lack of a “preferred” qualification is not necessarily an automatic disqualifier; however, preference will be given to candidates who meet and demonstrate the following criteria.
- Prior experience performing contract management, accounting, budget, or a related financial function within a state agency.
- Current or previous Florida Certified Contract Manager (FCCM) certificate.
- Educational degree or coursework in accounting, business, math, science or related field of study.
- A bachelor’s from a college or university with a degree and two years of professional experience.
- Professional or non-professional experience can substitute on a year-for-year basis for the required bachelor’s degree.
