The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.

THIS IS NOT A TELEWORK POSITION.  CANDIDATE WILL BE REQUIRED TO WORK IN THE TALLAHASSEE OFFICE.

This is a highly responsible and professional position that will serve as the State Opioid Response Grant Data Analyst. The ideal candidate will be a collaborative team player who works seamlessly across all sections within the program office. Specific Duties and Responsibilities include:

  • Assisting with review and analysis of grant deliverables to support the Data Coordinator and program staff.
  • Producing timely data reports for mid-year and annual federal reporting requirements, leadership updates, and ad hoc requests, ensuring accuracy and completeness.
  • Developing and delivering comprehensive programmatic reports for internal and external use, including maps, slide decks, fact sheets, research publications, peer-review papers, QA/TA visit summaries, behavioral and socio-demographic analyses, and customized data products.
  • Establishing and maintaining systems to monitor data and reporting for public health improvement, including review of local, state, federal and national reports such as:
    • Florida Medical Examiners Commission Drugs Identified in Deceased Persons Report
    • Emergency Medical Services Controlled Substance Overdose Report
    • E-FORCSE Prescription Drug Monitoring Program Annual Report
    • International Narcotics Control Strategy Report
    • National Drug Threat Assessment
    • National Drug Control Strategy
  • Reviewing SPARS and WITS data and cross referencing with FASAMS reports to ensure data quality and accuracy.
  • Collecting and reviewing special project reports (e.g., hospital/jail bridge, child welfare) and maintain related tracking databases.
  • Producing monthly reports on SOR-funded prevention, treatment, and recovery services, including client-level MAT data.
  • Maintaining collaborative relationships with key partners such as the Department of Health and the Agency for Health Care Administration to support data sharing and monitoring of opioid and stimulant related public health programs.
  • Assisting with monthly Managing Entity data quality calls in coordination with the Data Coordinator.
  • Performing other duties as assigned.

 

Knowledge, Skills and Abilities required for the position:

  • Knowledge of the methods of data collection and analysis.
  • Knowledge of basic management principles and practices.
  • Knowledge of public health, behavioral health, and epidemiological concepts.
  • Ability to determine work priorities and ensure proper completion of work assignments.
  • Ability to communicate effectively in writing and verbally.
  • Ability to plan, organize and faciliate meetings.
  • Ability to establish and maintain effective working relationships with internal and external partners.
  • Ability to understand and apply rules, regulations, policies related to data and program reporting.
  • Ability to collect, evaluate, and analyze data to develop recommendations, solve problems, and support program improvement.
  • Ability to organize data into logical format for presentation in reports, documents and other written materials.
  • Ability to conduct fact-finding research.
  • Ability to solve problems and make decisions.
  • Ability to work independently.
  • Proficiency with statistical software such as SAS, SPSS, or R; GIS tools (ArcView); and SQL‑based database systems.

 

Minimum Qualifications:

  • A bachelor's degree from a college or university is preferred and four years of professional experience in behavioral health, public health, program evaluation, or data analysis.
  • A master's degree from a college or university can substitute for one year of the required experience. 
  • Professional experience as described above can substitute on a year-for-year basis for the preferred college education.
  • Two years’ experience in implementing and managing complex projects.

 

Preference will be given to applicants who have:

  • Experience with treatment and recovery support services for individuals with opioid use disorder or opioid misuse or stimulant use disorder/misuse.
