The Work You Will Do: This Government Operations Consultant III-SES position is located in the Office of Long-Term Resiliency. The incumbent in this position serves as the Office of Disaster Recovery’s (ODR) Long-Term Resiliency Economic Development and Business Recovery Manager.

Your Specific Responsibilities:
The incumbent is expected to exercise independent judgment in identification and development of contract and grant management resources, tools, and process improvements for the Community Development Block Grant- Disaster Recovery program (CDBG-DR). This position is an advocate for the CDBG-DR economic development program. Serves as a participant for team assignments, process improvements, and special projects, fosters teamwork, and participates in the identification of program and process improvements for the CDBG-DR program. Plan, facilitate, and assist in the negotiation of agreement changes, amendments, coordinate the development of cost and price analysis, conduct agreement and file post-audits and closeout, complete the agreement checklists, facilitate findings of fact and resolve agreement disputes. Update tracking systems and maintain agreement logs in accordance with CDBG-DR program and department policy and procedures and to ensure compliance with applicable statutory requirements. Develop economic development program goals and objectives, identifying resources, interpreting statutes and rules, and providing technical and administrative assistance. Participate, as needed, in the development and revision of contract and grant related policies and procedures. Facilitate the administration of CDBG program agreements including contract and grant agreements, interagency agreements, data sharing agreements and memoranda of understanding. Perform preliminary document reviews, facilitate the establishment and tracking of agreements through the department review and approval process, which includes the coordination of the agreement review and approval from other department offices (General Counsel, Office of Financial Management, Office of Budget Management, and Executive Leadership). Prepare a risk analysis and, if required, a monitoring plan for each assigned sub-grant. The employee monitors the progress of all assigned sub-grants through phone calls and email to representatives of the sub-grant recipients and through on-site visits to the communities. A detailed report is completed following each monitoring visit. Responsible for reviewing and processing all correspondence, payment requests, citizen complaints, conflicts of interest, contract modifications, wage decision requests, policies and procedures, contractor clearances, plans and specifications packages, procurement documents, waiver requests, and closeout requests to ensure compliance with federal and state requirements. Reviews all sub-grant applications submitted by the local governments within the employee’s assigned area of responsibility and prepares contract award documents. Maintains all files on the contracts from execution to final closeout. The employee is responsible for entering data into the grant tracking system for each assigned contract. Provides technical assistance to local governments and their consultants in the employee’s assigned area. If the employee is designated as a subject matter specialist on a specific topic, the employee provides technical assistance, as needed, to all recipients on this topic. |
