MINIMUM REQUIREMENTS:
A bachelor’s degree from an accredited college university and one (1) year of professional accounting, fiscal or program monitoring experience.
Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.
An equivalent combination of education and experience which equals four (4) years can substitute for the above requirements.
Requires possession of a valid Class E Driver License.

JOB DUTIES:
Supervises the bureau’s Grants Section. Maintains a high degree of expertise in the bureau’s internal and external operations and capabilities. Serves as collaborator with leadership and as liaison to other divisions as needed.
Provides oversight and quality control assessments of the Specialty Crop Block Grant program. Attends federal training sessions and develops a comprehensive understanding of program objectives and requirements. Develops and monitors compliance policies and procedures for the administration of federal grant funds. Ensures maintenance records and documentation on contracts, exchanges, correspondence and reports are readily accessible to staff and management. Oversees the preparation, execution, and monitoring of program related contracts and invoicing. Ensures the proper accounting of expenses and expenditures. Ensures program requirements and guidelines are effectively communicated and published to applicants and recipients of the program. Conducts meetings and public hearings as required. Evaluates, recommends, designs, and approves programmatic changes based on need and analysis. Consults with federal and state officials on matters applicable to the program.
Provides direct assistance to the staff on a variety of administrative assignments. Monitors work performance of subordinates, provides counseling to develop skills and correct deficiencies, approves timesheets and leave requests, completes performance evaluations, and recommends timely disciplinary actions as needed. Reviews requests for travel; approves travel and other requests to meet objectives. Responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with division and department policies and procedures. Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner.
Maintains a high level of expertise in FDACS grants, records management, operations, and fiscal reporting with continued education and certifications in these areas. Prepare and train personnel on the specialty crop grants management.
Conduct monitoring, site visits, desk reviews, document collection, and other tasks as required to ensure administration of the Division’s federal grant programs in accordance with federal and state statutes, regulations, policies and procedures, and general best practices. Communicate and coordinate with subrecipients to ensure timely receipt and processing of invoices, performance reports, and other administrative tasks. Provide annual and final programmatic performance reports to federal program staff.
Plan and execute program outreach, applicant recruitment, and other related tasks to ensure a high-quality and diverse pool of applicants for competitive federal programs and optimal utilization of grant funds to benefit Florida agricultural producers. Interface with applicants, current and previous grant recipients, and the public; and coordinate with other Division staff to ensure maximum visibility of the Division’s federal grant programs to the intended beneficiaries.
Lead the communications with United States Department of Agriculture (USDA) related to program objectives and timelines and for the annual submission of the State Plan.
Maintain a comprehensive working knowledge and capability in general office procedures, databases and other technical capabilities needed to achieve superior results in missions, events, and projects.
