GRANTS SPECIALIST V - SES

LEON COUNTY – POSITION NUMBER 770000683

 

This position will assist the Boat Access – Grants Section in the administration, management and evaluation of federal and state grant programs and any subgrants assigned to the position for the duration and lifecycle of the grant and general duties associated with the programs or directives of the Section.

 

Recruits and manages the Florida Boating Improvement Program’s volunteer committee and manages the application review process. Manages the administrative and program review and analysis of grant applications to ensure compliance with federal and state guidelines prior to award. 

 

Provides advice and technical assistance to local units of government and other agencies regarding program development.  Prepares and provides annual trainings on the Florida Boating Improvement Program.    

 

Writes grant transmittal letters, agreements, amendments and routes to the directed division and agency offices. Creates electronic and hard copy recipient grant files. Ensures compliance with risk assessments and annual audit requirements.

 

Reviews quarterly programmatic progress reports and attachments to ensure compliance with agreement reporting requirements and program performance measures. 

 

Reviews and processes financial reimbursement requests and final payout reimbursements submitted by grantees. 

 

Performs on-site and desk programmatic, administrative, and financial monitoring of projects to ensure compliance with federal, state, and local policies, procedures, and program objectives established in grant agreements.

 

Updates the Florida Boating Improvement Program Rule to include annual updates to the Program’s Application and Guideline documents.   

 

Manages the updates to the Boating Access Unit’s FBIP SharePoint site and public webpage.

 

Complies the annual Vessel Registration Fee reports from the 67 counties, communicating with counties, and preparing the summary spreadsheet. 

 

Participates in conferences, workshops, seminars, and training activities and performs additional assignments as required

 

Knowledge, skills and abilities, including utilization of equipment, required for the position: Communicate effectively verbally and in writing.  Ability to communicate effectively with the public in a courteous manner.  Ability to use personal computer and experience with working on Microsoft Office Products (Word, Excel, Outlook, SharePoint).  Ability to setup and organize office files.  Ability to work independently. Knowledge of general purchasing, contracts, and agreements; Knowledge of Chapter 287, 2 CFR 200, Florida Statues, and requirements of grant and contracts.  Experience with payment of invoices, general accounting practices, and review and reconciliation of accounts.

 

Licensure/registration/certification requirements: Ability to obtain and maintain Florida Certified Contract Manager certification.
