DESCRIPTION

This position provides technical financial and programmatic support for the administration of federal and state grant funding within the Florida Department of Children and Families (DCF), Office of Child and Family Well-Being (OCFW). Responsibilities include overseeing contracts, grants, and agreements; ensuring compliance with applicable regulations; monitoring performance and expenditures; and maintaining strong working relationships with subrecipients. The role also supports the development of contracts, reporting tools, and monitoring protocols, and contributes to statewide compliance and reporting efforts through data analysis, documentation, and collaboration with internal and external stakeholders.

 

REQUIREMENTS

Must be a Florida Certified Contract Manager (FCCM)

 

Essential Job Functions

Provide technical financial assistance to local governments, non-profit organizations, and for-profit consultants related to the receipt and use of federal and state grant funding. Ensure the completion of activities specified in contracts, grants, and/or agreements awarded by the Florida Department of Children and Families (DCF). Serve as a liaison and maintain effective working relationships with assigned recipients through verbal, written, and on-site communication.

Monitor recipient compliance with program requirements by reviewing and analyzing financial and programmatic deliverables, including expenditure reports, budgets, staffing updates, progress reports, audits, and payment requests. Ensure all applications and report submissions are complete, accurate, and consistent with applicable rules, regulations, and program objectives. Conduct both on-site and desktop monitoring of designated projects and programs.

Develop and maintain statewide reports and tracking tools based on the collection and analysis of data from grant recipients. Reports may include funding allocation calculations, expenditure tracking/status updates, compliance documentation, and competitive grant scoring summaries.

Assist in drafting and revising contractual agreements, including customized scopes of work and reporting requirements. Support the development and enhancement of programmatic and financial monitoring criteria, as well as related policies and procedures.

Serve as a division representative on applicable working groups.

Perform other related duties as assigned.

Work Experience Requirements:

Three years Professional experience in Grant Management

Three years Professional experience in Contract Management

Three years of experience with academic, business, or technical writing

 

Software Proficiency:

Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Teams)
